    This set is made using a table with many cells.  You must keep them in the exact place that they are in as you see them here.  The middle cell (this one) contains another table that will expand as you need it.  The side cells will tile as you go.  
    The HTML for this page is included in the zip file, all you need to do is copy it into your own page and edit the contents.  If you have any trouble setting this up, let me know and I will help in anyway I can.
     I used some pictures from wallpaper borders for this set, unfortunately, I don't remember the name of the company that produces them.
