When Bartlet decided to run for the presidency, Toby Zeigler was the only staffer not fired by Leo McGarry after the Nashua speech. Today Toby is the Director of Communications in the White House. He claims to have been a professional political operative his whole life, but never won a campaign until Bartlet's. Born in Brooklyn, New York, Toby is generally a grumpy man. Getting him to smile is quite an accomplishment.

Aside from being a brilliant speech writer, Toby is a very intelligent man. He figured out, on his own, that the President had MS. (He likes to throw a rubber ball against the wall between his and Sam's office when he needs to think about something.)

Not much is known about Toby's personal life. He is ZJewish and spends almost every Saturday at Temple. He has a brother who is a astronaut, and at least two sisters who would take him to protests when he was younger. Toby was once married, but still wears his wedding ring. His ex-wife is Congresswoman Andrea Wyatt. Toby enjoys Yankee baseball and has been to at least 441 games at Yankee Stadium.
