It's The Boogeyman, with extra footage
They took the Silent Night, Deadly Night 2 path to economy here by taking up half of the film's running length with footage from the first film. At least they had the courtesy to include the hilarious "kiss of death" scene.
After the survivor of the first film recaps her experiences (hence the flashbacks), her friends decide it'd be a great idea to make a movie about it, and invite over a bunch of Hollywood phonies. Death and destruction ensue as that nasty mirror shard causes people to be orally impaled by electric toothbrushes and the like. Weirdest death: in what looks like the world's most ridiculously overdone facial cumshot, one chick is just blasted with shaving cream. How is this supposed to kill her? Suffocation, I guess.
Fairly silly all around, and you just know how much regard the filmmakers have for their audience when so much of the film is comprised of footage from another movie. Music's great, though, and I had no idea that Blow Out was considered a bomb (see, movies can be educational). Also known as Revenge Of The Boogeyman - was followed by the little-known Return Of The Boogeyman. I don't know if that one was comprised mostly of footage from this film.
