BACKGROUND SUMMARY

Born on the frontier world of Barolia, a border world in the Romulan Neutral Zone, Jacob Keyes is a career military officer with experience at (as of this writing) three distant positions. As of this entry, he has previously served as an intelligence officer, a marine platoon leader, a fighter pilot, a company commander, and most recently as a marine expeditionary unit commander. His father Jonas is a current officer in the Starfleet Corps of Engineering, and his mother Eleanor is a senior member of the criminology department and a professor at the Barolian School of Criminal Justice.

Keyes was originally in training to be an officer in the Fleet when he approached by the recruit division commander for an inter-service transfer into the Starfleet Marine Corps. After agreeing to this he went on to complete officer training for the Starfleet Marine Corps, and was almost immediately deployed to the 3rd Corps 152nd Logistical Unit in the Vulcan system. It was here that he met his current wife (T'Rei), a daughter of a family that lived near the primary planet-side facility of the unit. Several days after their marriage, Keyes was transferred to the now-decommissioned Starbase Midway.

At Starbase Midway, Keyes served as platoon leader for Echo Company, 3rd Platoon, including during its deployment on the now-infamous "Zanti Rescue Mission." (The mission, originally to investigate the loss of the U.S.S. Kitty Hawk, was extended to include extermination of a threat species referred to as the Zanti by Starfleet.) It was during the course of this mission that Keyes contracted what Starfleet Medical would later refer to as the Zanti Disease. While in recovery from the disease he was transferred for a brief time to Starfleet Intelligence.

All further references on this duty remain classified.

After being declared fit for active duty the then-First Lieutenant was transferred to the newly-recommissioned Marine Corps Base Syronis VI, located on the front lines in the Triangulum Galaxy (site of a notorious war zone between the Civvonian Imperial Enclave and the Ni'yuHji Dominion). At the base he was promoted to the rank of marine captain and assigned command of Echo Company, until his period of enlistment concluded and he elected for retirement.

Recalled to service in 240609, Keyes was dispatched to the newly-commissioned post of Starbase 672: Hephaestus, where he functioned as the chief of security from arrival until 240704. In a rather surprising twist of events, it is notable that in late 240610 he was joined by his wife (a petty officer third class), who was assigned to the station security department after a clerical error at Starfleet Security HQ on Earth. In mid-240704, after supervising the departure of one of the station's two marine units for the Gorn border, the major was reassigned to the full-time role of marine detachment commander. He continued in this capacity until 240708, at which time he was transferred on temporarily-assigned duty to the Operation Vigilant Banner peacekeeping mission on New Madrigal VI.

In 240805 now-Lieutenant Colonel Keyes was transferred back to Starbase 672: Hephaestus. All details pertaining to his duties as part of Operational Vigilant Banner have been designated classified information by Starfleet Intelligence.

PERSONALITY SUMMARY

Keyes is a member of the "old guard;" the generation of officers, civil servants, and intelligence agents who grew up in the chaotic times that followed the Dominion War. (It should be noted, for the record, that his sister was one of those killed during the loss of the U.S.S. Valley Forge at the First Battle of Chin'toka.) Years of Federation policy and training has done nothing but reinforce his openly-declared suspicions towards the species that were aggressive and combative to the United Federation of Planets in that era.

As an officer sworn to uphold the directives of his superiors and the policies that are laid down by the Federation, Keyes can be found complying with his expected role not only dutifully, but without hesitation. However, one more than one occasion he has had noticeable hesitation in executing tasks that involved cooperation with members of the aforementioned species (in particular Romulans and Cardassians, of whom there are several serving members in the station's Fleet crew). This was clearly evident in late 2406 when he clashed frequently and often with the station's executive officer, a Cardassian.

Since then the major's suspicions have not been allayed, but they have temporarily receded. When they will recur is anyone's guess at the present time.

RECENT FITNESS REPORTS

First Lieutenant Keyes and the majority of the 3rd Platoon were infected by a previously-unknown virus while participating in the Zanti Rescue Mission of 240510 - 240511.

Initial analysis of the disease shows that it was transmitted solely by physical contact, with no evidence to support assertions of airborne or particle transmission. Common symptoms of this disease include increased levels of aggression, violent mood swings and near-constant paranoia, and the ability to block certain feelings (pain, hunger, and tiredness were specifically noted, but there may be other symptoms not categorized). Given time, the disease begins to affect areas of the brain, leading to a shutdown over the next 3-4 weeks of vital organs, as well as moments of uncontrollable hatred directed with lethal intentions against anyone within fighting distance.

Elimination of the disease has proven most difficult due to its virulent nature: it became necessary to inject the First Lieutenant (possibility of being index patient 75.3%) with modified nanites specifically configured to aggressively seek out and eradicate the disease's genes.

Due to uncertainties regarding the disease, a medical decision has been made to leave a concentration of 1:250,000 nanites in the First Lieutenant's bloodstream to prevent recurrence of the disease. Starfleet Medical has further decided to fit him with a prototype copy of the ADVENT medical computer system to monitor his medical condition and provide an appropriate alert should the disease emerge from its current dormant state.

As of the date of this report, all personnel of the Echo Company 3rd Platoon (the only personnel infected, despite the direct involvement of roughly 500 personnel in the Zanti Rescue mission) are undergoing treatment. All signs thus far point to a successful recovery, although some symptoms (difficulty in controlling temper, increased strength, possible ability to tune out some outside feelings) may remain with the platoon's personnel until they die. It is virtually a concluded fact that First Lieutenant Keyes will retain these symptoms and more due to his being the longest-exposed to the disease.

Several reports from earlier in 240610 prompted re-examination of the medical nanites. Specific symptoms described included brief moments of uncontrollable anger to levels not encountered since nanite installation, along with sudden mood swings directed against other officers aboard Starbase 672: Hephaestus.

Examination of the nanites has led to the conclusion of faulty programming upon original installation. This led to a gradual decay in nanite efficiency, and an elevated risk of disease resurgence. While this problem has been corrected, and the risk of disease resurgence therefore reduced, the alteration of blood chemistry by the reprogrammed nanites will result in a different temperament by this officer.

There are no other notations at this time. Medical staff aboard Starbase 672: Hephaestus may be informed of this situation, based on necessity, in the foreseeable future.
