Lesley Carey of Eagle Lake in "All this and flooding, too", a response to Harkinson's "Wretched Excess", made a very note-worthy observation: "... You would think that this info would have been a fatal flaw in the permit and TCEQ would have denied the permit when presented with this info, but no, we will have to waste serious taxpayer dollars and go through the Texas Administrative law system for at least a year to receive a decision".
But, it is the custom! An ideology intended to frustrate, intimidate and plunder. Prevention is not a part of the game.

The instigators, at taxpayers expense, then debate, run to Austin, to courts for matters that should not have been. About time people begin to, at least, read the Laws or proposed laws/ordinances before supporting them. The Constitution/Laws/by-laws of the U.S, various States and major cities are explicit and reasonably provided for, so much so that the vast discrepancies between written and practiced often cause very intelligent individuals with commonsense to detest the system.
