TEXAS MUNICIPAL WORKER DROWNS STRAY DOGS | ||||
A public works supervisor in Jourdanton, Texas ordered employees to drown six stray dogs at the city sewer plant by putting them in cages and dropping the cages into the sewer water. As of now, the supervisor has just received a slap on the wrist by being given a written reprimand. The City Council is considering a harsher punishment, fortunately. The supervisor attempted to justify the drownings by explaining that the veterinarian who euthanizes stray dogs was on vacation when the incident occurred.
This cruel act is a crime in Texas violating Penal Code 42.09. Unfortunately, animal cruelty in Texas is a misdemeanor unless a weapon was involved or the victim was a police animal. On a side note, the Texas animal cruelty statute is lacking in many respects. For example, it justifies injuring or killing an animal on one’s property and only prohibits animal cruelty only to an animal belonging to ANOTHER.
