VIOLATIONS OF INTERNATIONAL HUMANITARIAN
                            AND HUMAN RIGHTS LAW
       summarizing the complaint
British Columbia's Ministry of Human Resources (MHR) sustains a regimen which makes criminally torturous and murderous threats against its clientelle with the compliance, if not complicity, of other levels of government in Canada. These are factually and explicitly threats to the lives, liberty, security, health and well-being of our citizens. Given the de jure definitions of torture and murder, such actions constitute crimes against humanity at all stages from the threats to their actualization. If the MHR Regimen is not struck down, it entrenches a perverse human right: the right of the strong in society to engineer social-economic conditions
which will predictably bring about the death of completely innocent citizens who are weaker. That is a heinous violation of fundamental justice.

The most succint statement of this complaint is as follows: UDHR declares that the lives of innocent citizens of this world are of inherent value. The Government of British Columbia without significant resistance from other
levels of government believes it has the right to torture and kill innocent people and it puts this belief into practice on a daily basis, particularly through the MHR Regimen.

This Complaint to UNHCHR applies generally to the matter of human rights violations by the Government of British Columbia. The Ministry of Human Resources is the present focus but any citizen denied the human rights cited here by any other ministry will find that a remedy in this case is a remedy for them as well. The responsibility for this atrocious programming lies with the British Columbia Government  and the main source for the design of the torturous and murderous regimen could be a ministry other than Human Resources, eg Health.

BC citizens are invited to "piggy back" on the present complaint. To the extent that it has exhausted the search for a domestic remedy, that likely applies to cases in other ministries as well. Individuals can then file their own individual complaint forms, following the procedures of UNHCHR as we are, and say that the search for a domestic remedy has been exhausted by the POC procedure. We will help them to prepare a formal complaint if requested to do so.

Sections I to V follow the requirements of the UNHCHR Procedure. The "Excursus" is for general and philosophical interest by those who wish to put this case in a context. It is also more political in style and the style of "politics-speak", to invoke the jargon of Orwell, may not agree with those steeped in the facts and logic of  "law-speak".

The "DOC Paradigm" could be a model for the world on how to treat the poorest of the poor in society:
