On January 26, 1992, University Of Toledo police officer Jeffery Hodge arrested and hand-cuffed Melissa Herstrum.

Taking the Nursing School Sophomore behind a building on campus, he undressed her and then pumped 14 bullets into her head, back, legs, and buttocks. This murder was another in a bizarre crime spree that an on-duty University of Toledo police officer committed against students.

One week before murdering Melissa Herstrum, Officer Hodge fired six shots into a sleeping female student's dorm room, missing her by several feet. Before that, he went on an arson spree, starting nine fires on campus in one night, causing thousands of dollars in damage.
