I don't know...I think that she and Hilly were such good friends that she only could have left them with her. Hilly was so encouraging. Plus, if Ruth could count on anyone it was Hilly. I also think she was thinking about providing for hte kids after she got through school. She would not be able to do as much working in a mill or someplace.
Also, I think Hilly having the two little ones to keep Ruth's grandchildren busy was a plus and helped her make her decision.
