MALUKU
General situation
After expiry of the deadline for voluntarily handing in weapons on Sunday (30 June),
security forces in Ambon are now conducting search for weapons that have not been
handed in Ambon and other areas in Maluku.
On Sunday (30 June), according to the local media Siwalimu, the Regional Military
Commander, Maj.Gen. Djoko Santoso witnessed surrender of weapons by residents
of Kudamati. Maj.Gen. Santoso stated that he believed civilians were still holding
many more weapons illegally, although the community have evidently surrendered
large numbers.
According to Siwalimu, at least forty members of Laskar Jihad (LJ) visited the military
police office on Monday (1 July) to request the release of nine of their members in
police custody. The chief of the joint investigation team of the civil emergency, Johny
Tangkudung confirmed that LJ requested to postpone the arrest of their members.
Because the request was in accordance with law, the joint investigation team finally
approved that the arrest of only six members of LJ would be postponed.
Assessments
CARDI team on Thursday (4 July) visited Pia village in Saparua Island, to assess
condition in the area in preparation for people wishing to return.
From 19 to 20 June, CARDI conducted feasibility study for water and sanitation
projects in Passo and Galunggung in Ambon Island. The project involves drilling of a
borehole and construction of a reservoir that will provide sufficient drinking water for
492 IDPs. During the same period, feasibility studies were done for an economic
empowerment programme in Passo, Kilang and Hutumuri villages of Ambon Island.
From 30 June to 2 July, Mercy Corps together with UNDP team visited their shelter
and micro-credit project in Buru.
Health
MSF-B conducted 786 consultations through its mobile clinic programme at IDP
camps in Ambon Island during the week. The health team identified three new cases
of measles, two in Suli and one in Batu Merah.
IMC doctors based in Ceram Island conducted mobile clinic programme and treated
63 people in Tehoru village areas of Hatu sub village this week. Seven new cases of
leprosy were found. The health team discovered that an immunisation programme was
not performed in this area for the last three years.
Water and Sanitation
MSF-B completed construction of four wells and repair of one in Pua, Huhua and
Naiselan camps on Thursday (4 July). Work on connecting the network in Halong
Navy base camp was completed on Monday (1 July) 2002.
AcF is implementing water and sanitation programme in Lesturu, Isu, Kuralelel,
Rumalait and Trana villages in TNS (Teun Nila Serua) sub district, and in Uhe and Ari
villages in West Ceram sub-district, of Seram Island. The program consists of
constructing 11 wells, six emergency latrines and shower and two spring catchments.
The program started this week and will be completed in a month.
Shelter and Non Food Items
Mercy Corps conducted a workshop on new shelter guidelines on Thursday (4 July).
Representatives from 25 local NGOs attended the workshop.
Other
The planned visit of the Humanitarian Coordinator (HC), Bo Asplund, and Deputy to
the HC and Chief of OCHA, Michael Elmquist from 3 to 5 July to Ambon was
postponed to the coming week from 10 to 12 July.
Mercy Corps provided funds for a group of local NGOs to organise a workshop on
Gender, Woman's Right in Conflict and Human Right Investigation from 1 to 6 July.
Komnas HAM from Jakarta and Aceh facilitated the workshop.
Mercy Corps conducted a one-day workshop 2 July for local NGO on Internal
Financial and Administration Control in Ambon. 88 participants attended the
workshop. A similar workshop was conducted in Masohi, Seram Island with 30
participants.
NORTH MALUKU
Population Movements
The North Maluku Social Affairs Department is currently in the process of validating all
information of IDPs. The plan is to return a total of 7,000 IDP families from North
Sulawesi, Ternate and Tobelo back to their homes before the end of this year. Details
will be finalised by the Government in the coming weeks.
Assessments
OCHA Ternate assessed the living conditions of the IDPs in Ex-Gudang Bimoli camp
on 2 July.
AcF conducted an assessment of water and sanitation and construction situations in
Oba Sub-district, Central Halmahera.
Food Security and Agriculture
World Vision continued socialization of the seeds and tools distribution programme
with their local partners from 29 June to 3 July in Tobelo and Galela.
Health
ICRC distributed WHO basic kit, a dispensary kit, and a box of sterile glove sets, 300
injection needles, 500 syringes, 2 kits of dressing material and 40 blankets to the
Government Hospital in Ternate. ICRC also distributed 40 blankets and 2 kits of
dressing material to the hospital in Tidore and also 6 dispensary kits and 12,000
chloroquine tablets to 6 primary health units (Pustus) in sub-districts in Halmahera
and Morotai Island during the week.
IMC routine mobile clinic and health services attended to 515 patients at health clinics
in Kao and Tobelo. Services were also provided at Galela, Daruba, and Posi-Posi Rao
Island health centers during the week. Common disease and conditions seen were
malaria, upper respiratory tract infection, fungal infection, pyoderma, hypertension,
gastritis and myalgia. IMC also carried out Universal Precaution (UP) training for
Tobelo Hospital and Puskesmas health staff on 27 June.
Economic Recovery and Infrastructure
World Vision continued its Community Rehabilitation programme this week. Sand for
the construction of bathing, washing and latrine facilities (MCK) was transported for
one village in each of the sub-districts for Malifut and Kao and for a traditional market
in Malifut. Building materials were also transported for the construction of a water tank
and health post in a village in Galela.
Other
CARDI board members and an NRC Education Specialist accompanied by their
Country Representative visited CARDI projects in North Maluku from 28 June to 01
July.
