1. ACEH (Nanggroe Aceh Darussalam)
General Situation
At least 22 people-16 civilians, 5 alleged GAM members, and 1 police officer-were
killed in the province during the week, according to news media.
Retired U.S. General Anthony Zinni visited Aceh on Monday (5 Aug.) as one of HDC
mediators to view first hand the security situation and obtain inputs from various
sources on the ongoing conflict in the province. Zinni visited Pidie District on Tuesday
(6 Aug.) and met with the district police chief and the local TNI commander. He also
visited schools that were burnt in the district, particularly in Padangtiji Sub-district.
The People's Consultative Assembly (MPR) called on Wednesday (07 Aug.) for the
government to give priority to dialogue in solving the Aceh problem.
Assessments
WHO and OCHA conducted an assessment mission on Emergency Preparedness for
Natural Disasters in Banda Aceh and Pidie District from 5 to 7 August. The mission
visited Pidie on 6 August where they met with the District Head, Police Chief, health
officials and the head of the local hospital.
Health
WHO this week conducted a workshop on "Health Workers and Conflicts" to support
and provide more skills to heath workers.
WHO from 8 to 11 August is coordinating with local health authorities and NGOs to
prepare for activities on the National Immunisation Day (NID) on 12 September.
Local media reported on Tuesday (6 Aug.) that diarrhoea outbreak in Kuta Makmur
and Seuneddon sub-districts in North Aceh during the week killed two people and
infected hundreds.
Economic Recovery and Infrastructure
CARDI reported that the Pidie District Head Abdullah Yahya identified three
sites-Padangtiji, Batee, and Laweung sub-districts-for its resettlement income
generating support programme. The programme is to assist 1,000 beneficiaries in
Pidie, Bireuen, and North Aceh districts.
Other
A joint sectoral meeting between international and local NGOs was conducted on
Thursday (8 Aug.) to discuss the latest development and activities of NGOs related to
health and water and sanitation at SC US office. During the meeting, NGOs called for
more attention to the provision of health services in rural and isolated areas and the
familiarisation of the NID through NGOs.
2. CENTRAL SULAWESI
General Situation
Poso District experienced the most severe violent attacks early this week since the
signing of the Malino Agreement. On Sunday (4 Aug.), the villages of Matako and
Gandalari (Matako Desa) were attacked by unknown assailants. The local NGO
LPS-HAM reported that seven persons (five women and two men) were injured and
taken to hospital, and 27 houses and two churches were set on fire. On Tuesday (6
Aug.) another attack hit Malitu, Poso Pesisir Sub-district, where 21 houses were set
on fire. According to local newspapers, most of the houses burned were temporary
shelters recently constructed for returnees or newly renovated houses.
Population movements
The Government and the Crisis Centre in Tentena reported that about 1,700 persons
fled the areas under attack. The IDPs were assisted by the Crisis Centre for transport
(24 trucks and 4 small cars), while TNI provided security. Almost all IDPs were taken
to Tentena, except for 76 persons, who went to Kanba (East Pamona Sub-district). In
Tentena, the IDPs have been sheltered in public buildings (community halls), the
already established IDP camp, the Church and with host families. There were also
reports of Muslim families fleeing the same area, but no numbers are confirmed.
The Crisis Centre said that people in Madale also have requested assistance for
evacuation, and the Centre is now working on how to get access to Madale.
According to the government, there will still be need for food assistance, non-food
items (mainly clothes) for those who lost their houses, and medicine.
Assessments
As part of the Consolidated Appeal Process (CAP), UNICEF started a three-day
assessment mission to Central Sulawesi on Thursday (8 Aug.), with a special
emphasis on education, water and sanitation, health, and complementary feeding.
The mission will meet with government authorities and NGOs.
Food Security and Agriculture
The recently displaced persons in Tentena received food from the local community
and the Church (350 kg rice) and the Poso parliament (350 kg rice). The government
has allocated 2 tons to Tentena, one ton to Silanca, and one ton to Matako.
CARE started the first distribution of its regular complementary feeding programme
(mung beans) in Poso District on Tuesday (6 Aug.). It has already distributed 10 MT
to 16 distribution points in 9 villages in Poso Kota, and will continue in Lage and
Tentena during the weekend.
Health
Two IMC mobile teams conducted health clinics in Wuasa and Poso Kota this week.
The planned mobile clinic for Tentena was postponed due to the security situation.
Shelter and Non-food Items
This week CWS distributed building material and tools for shelters in five villages in
Poso District (Lage and Poso Pesisir Sub-districts). The programme was disrupted for
some days due to the security situation.
3. MALUKU
General situation
Sixteen homemade explosives were discovered in a trash dump at a Junior High
School in Ambon City on Friday (2 Aug.) by a schoolteacher. Security forces were
informed and the bombs removed. No arrests were made.
The Maluku Social Welfare Office reported that until 2001 the number of IDPs that had
received food allowance was 63,971 households or 333,237 people throughout
Maluku. The details were: 29,163 households (145,328 people) in Ambon, 18,764
households (99,466 people) in Central Maluku, 11,842 households (59,885 people) in
Southeast Maluku, 2,360 households (16,489 people) in West Southeast Maluku, and
1,842 households (12,069 people) in Buru.
Assessments
CARDI sent a team to Mamala and Passo villages in Ambon Island on Wednesday (7
Aug.) to conduct a water and sanitation project assessment.
Mercy Corps sent a team to Seram Island from 7 to 9 August to monitor water and
sanitation projects in Taniwel and Kaibobo villages, and school construction and
micro-credit projects in Kairatu and Uraur villages. It also monitored capacity building
and micro-credit projects in Namlea Town, Buru Island, from 5 to 11 August.
Health
IMC conducted a total of 641 consultations during the week at the puskesmas in
Masohi Town and in the villages of Tehoru, Werinama, Wahai, Kobisonta, and Taniwel
in Seram Island, as well as in the villages of Wamsisi and Waimulang, and Leksula
Town in Buru Island. In the northern areas of Leksula Town, in Neath and Liang areas,
an IMC doctor discovered cases of malnourished children and therefore conducted a
health education session on nutrition for the local community.
MSF-B conducted 683 consultations through its Mobile Clinic Programme for IDPs in
camps in Ambon Island during the week.
An MSF-B mobile clinic team went to West Seram from 3 to 9 August to Pulau
Kasuari, Kawa, Taman Jaya, Alang Asaudi, Asaudi, Soleh, Tala Lupu, Katapang,
Kampung Baru, Telaga Piru, Piru, and Kaibobo villages.
Shelter and Non-food Items
Mercy Corps sent a team to monitor the distribution of non-food items in Buria Village,
North Seram, from 7 to 9 August, and in Tifu, Tebu and Metar villages in Buru Island
from 5 to 11 August. Mercy Corps also monitored shelter projects from 7 to 8 August
in Kairatu and Uraur villages in Seram Island, and from 5 to 11 August in Batlale,
Balbalu, Waikose, and Waipoti villages in Northeast Buru.
Other
UNICEF sent a team to Saumlaki Town in Southeast Maluku District to conduct a
workshop for local government authorities on Safe Motherhood and Birth Registration
from 8 to 15 August.
4. NORTH MALUKU
General Situation
Violence erupted on Wednesday (7 Aug.) in Gurua and Wari in Tobelo Sub-district,
resulting in one Muslim being killed and over 18 houses and one local NGO office
being damaged or destroyed. Dissatisfaction with the military troops in the area was
cited as the cause. Christians demanded the Zipur 5 Brawijaya troops to be removed
while the Muslims insisted that they stay. Newly arrived marines later restored some
calm to the area. On Friday (9 Aug.), at least 3 explosions were heard in Tobelo
Town. No detail was available.
On Thursday (8 Aug.), IDPs in Ternate, upset with a sweep conducted by the military
for weapons and also because local Government officials had destroyed their illegal
trading stalls from the streets, rioted. The crowd of over 500 people, some armed with
machetes, stoned TNI posts in the city and damaged doors and windows of at least
two hotels and some shops. Military troops brought the situation under control later in
the evening. The next morning IDPs demonstrated in front of the governor's office
where they pelted the building with stones.
The provincial government organized a public dialogue on Friday (9 Aug.) in Ternate,
attended by community leaders, NGOs and IDPs. Officials provided details of
assistance including housing for returnees. Some speakers protested at the treatment
of IDPs and requested the government to expedite their repatriation.
Food Security and Agriculture
WVI continued the identification of beneficiaries in Tobelo, Galela, Kao, and Malifut for
its seeds and tools distribution programme.
AcF distributed seeds and tools for 332 families in Loloda Sub-district in the villages
of Kahatola, Tolofuo, Bajo, Gulao, and Ngajam. Fishing equipment was also
distributed in the same sub-district to 219 families in the villages of Baja, Gulao,
Ngajam, Cera, Posi-Posi, and Dowonggila.
Health
IMC continued its routine health services and mobile clinics in Kao-Malifut, Tobelo,
Galela, Daruba, Bere-Bere, and Posi-Posi Rao Island. It followed up on its
community-based rehabilitation programme for Pustu and village maternity clinics
(Polindes) in Galela Sub-district.
WHO visited the health centre in Jailolo to assess the need for blood transfusion
testing for hepatitis, syphilis, and HIV.
A WHO malaria consultant from Jakarta arrived in Ternate to assist the local health
authorities in planning malaria intervention in the province.
Shelter and Non-food Items
AcF distributed 3,406 bars of washing soap, 6,812 bars of bathing soap, 814 boxes of
mosquito coils, and 206 emergency kits to villagers in Loloda Sub-district, in
Tahatola, Soa Sio, Tolofuo, Gorua, Gamsungi, and Togoliwa.
Education
WVI facilitated local Community Education Boards in their proposals for their
education programme for 3 elementary schools in Tobelo and 5 elementary schools in
Galela.
Economic Recovery and Infrastructure
World Vision continued its Community Infrastructure Programme with the monitoring
of all OFDA funded project in Galela, Tobelo, Kao and Malifut. They also continued
transporting local material in Talapao village of Malifut for MCK projects and in
Samuda Village, Galela for a water tank project.
WVI together with a national NGO, PPRP/TPMPK, organized a workshop from 6 to 10
August on Empowerment for Reconciliation, with the participation of WVI and local
community leaders, including youth and religious leaders from Kao, Tobelo, Galela,
and Malifut.
5. PAPUA
OCHA Chief Michael Elmquist visited Papua on 7-9 August and met with government
officials, UNICEF, and MSF-B to discuss the humanitarian situation in the province
and to draw up a common humanitarian action plan (CHAP) as part of this year's
Consolidated Appeal Process (CAP).
6. WEST TIMOR
General Situation
A fighting between East and West Timorese at the Turiskain border market in the past
week prompted the Indonesian and East Timorese Police to conduct a joint border
patrol every Monday, according to Belu Police Chief, Adj. Senior Commissioner Agus
Nugroho.
Dozens of former Indonesian migrants in East Timor and East Timorese refugees
demonstrated at the provincial parliament last Thursday, demanding the government
to resolve the issue of their properties left in East Timor.
Population Movements
A reconciliation meeting between refugees, led by former militia leader Joao Tavares,
and East Timorese government, represented by Attorney General Longhuinos
Monteiro, was held in Batugade, East Timor, on Tuesday (6 Aug.). Monteiro again
rejected the request from the refugees to have a temporary transit place in East Timor
for the returnees before heading towards their places of origin. Joao Tavares reportedly
requested to meet with President Xanana Gusmao to ensure the security for his return
with his thousands of followers.
IOM (International Organization for Migration) in coordination with the East Nusa
Tenggara Satkorlak and Satlak organized the repatriation of 448 East Timorese
refugees from 2 to 8 August.
Food Security
Kupang Social Welfare Office Head Husein Pancratius said Monday (5 Aug.) that 58
tonnes of rice would be distributed to refugees in the district. Children and expecting
mothers would get priority.
Health
Diarrhoea outbreak hit Kupang since 28 July, resulting in seven reported fatalities so
far. More than 1,000 people, mostly children, have received treatment, according to
WHO Kupang Office.
