CENTRAL SULAWESI
General Situation
A Christian from Tentena was shot in Poso Kota while waiting for a bus on Saturday
(6 July). Police took him to a Puskesmas in Tangolu. On the same day, a bomb
exploded near Poso Kota. No one was reported hurt. Police said it was either being
made or stored in the house and accidentally exploded. On Sunday (7 July), a man
was shot to death while fishing in Kodino River in Pendolo. Meanwhile, a Christian
who was shot on 3 July died on Sunday (7 July) in Poso Hospital. He was taken
home to Tentena for burial. On Thursday (11 July), another Christian was injured by a
gunshot near Tangolu and taken to Tentena Hospital. On Friday (12 July) afternoon, a
bomb exploded in a bus near Poso. One person was feared dead and several injured.
MALUKU
General situation
The National Independent Inquiry Team (TPIN - Tim Penyelidik Independen Nasional)
arrived in Ambon on Wednesday (10 July) to begin a fact-finding mission for cases
relating to the initiation and continuation of the conflict in Maluku. The team met with
local legislators as well as members of both Muslim and Christian groups, separately.
They also had a closed meeting with the Deputy Military Commander in Maluku, Inf.
Col. Syariffudin Shuma. The Jakarta Post reported that Maluku councillors urged the
team to investigate the alleged involvement of security personnel in the conflict.
The Humanitarian Coordinator, Bo Asplund, and the Chief of OCHA Indonesia,
Michael Elmquist, visited Ambon on 10-11 July to meet with the Governor, the Vice
Governor, the Chief of Police, and the deputy to the Regional Commander of the TNI.
Discussions addressed such matters as the security situation, the prospect of
increased UN activities, procedures for access to Ambon, and cooperation between
the UN and the authorities. The Humanitarian Coordinator took the opportunity to visit
an IDP camp, to inspect possible locations for future UN offices in Ambon, and to
meet with UN and INGO staff.
Assessments
MSF-B sent a team last week to assess a diarrhoea outbreak in Pulau Tiga, Ambon
Island, that began two months ago when 30 cases (10% of the population) were
reported and three children and one adult died. MSF-B discovered that the outbreak
had abated.
CARDI conducted an assessment in Pia Village, Saparua Island on its economic
empowerment and water and sanitation projects last week.
Mercy Corps monitored its micro-credit project in Saparua Town, Saparua Island on
Thursday (11 July).
CARDI monitored its economic empowerment project in Sirisori Amalatu Village,
Saparua Island from 4 to 11 July, where it provided farming seeds and tools and
farming skill training, which began last June.
Health
MSF-B conducted 610 consultations through its Mobile Clinic Programme for IDP
Camps in Ambon Island throughout this week. Everyday during the last three weeks,
MSF-B with local health authorities vaccinated 3,271 children from Salahutu and Suli
Area in Ambon Island.
Water and Sanitation
Mercy Corps funded a local NGO to rehabilitate a water system that would benefit
over 1,400 returnees and the local population of Dian Darat Village and Dian Pulau,
Kei Kecil Island, on Wednesday (10 July). It also rehabilitated latrines and MCK in
Dangerat, Mun Ohoir, Mun Ngurwitdain, and Ohoiren villages in Kei Besar Island on
Monday (8 July). It monitored the installation of a water system in Kulur Village,
Saparua Island on Thursday (11 July).
Shelter and Non-food Items
Mercy Corps funded a local NGO to begin a three-month project to provide temporary
houses for 35 displaced families returning from Tual, North Maluku, to their home
village in Teor Island, on the South-eastern cost of Seram Island on Thursday (11
July). Mercy Corps also funded a local NGO to distribute non-food items (blankets,
sleeping mats, and water containers) to 867 returnees in Werferwar Village, Kei Besar
Island, and to distribute non-food items to 1,105 returnees in Ohoibadar, Madwat,
Wirin, and Ngursit villages in Kei Kecil Island on Friday (12 July). It monitored its
temporary housing projects on Thursday (11 July) in Pia Village, Saparua Island.
Education
Mercy Corps monitored the reconstruction of a primary school started last April in
Oma Village, Haruku Island on Thursday (11 July).
Economic Recovery and Infrastructure
CARDI funded a local partner to begin fishery projects where it provided 19 units of
fishing equipment (small wood boat, engine, fishing line) for 76 displaced families in
Waprea Village, North East Buru Island on Friday (5 July). It also funded an economic
empowerment project in Jiku Besar Baru Village in North Buru where it provided 7
units of fishing equipment to 42 displaced families and also 6 sewing machines to 39
displaced families on Tuesday (9 July).
NORTH MALUKU
General Situation
Bomb blasts in Gorua, Papilo and Mede in Tobelo Sub-district during the week have
raised serious concerns that the relative peace over the last two years in the Province
could be at risk. Tobelo town and the surrounding areas are reported to be tense with
some Muslim and Christian families in mixed villages moving out to 'safe' areas. The
Halmahera Evangelical Christian Church (GMIH) Synod in Tobelo reported that at
least 3 Christian houses in Gorua have been looted and set on fire and one Christian
injured. Military troops have been deployed to the affected areas since Wednesday
(10 July) and have recovered about 30 weapons, 100 homemade bombs and several
hundred rounds of ammunition. They have also detained a number of people.
International NGOs with operations in Tobelo and Galela reported Friday (12 July) that
the tension in Tobelo appeared to be decreasing. Agencies are still cautiously
continuing their usual activities there.
Population Movements
The incidents in Tobelo have resulted in many recent returnees going back to Ternate
or Galela. Satkorlak PBP in Ternate confirms that at least 67 Muslim families have
returned to Ternate over the last few days.
Assessments
OCHA Ternate conducted an assessment of IDP living conditions in Tobelo and
Galela and also visited villages with recently arrived returnees on 4-6 July.
CARDI completed an assessment in Bacan for a second round of its 'Go and See
Visits' to be carried out from 16-24 July.
Health
ICRC distributed hygiene kits to 152 families in South Morotai and 172 families in
Southwest Morotai. It also distributed blankets, dispensary kits, WHO kits and
chloroquin tablets to the health centres in South Morotai, Malifut, Kao, Galela, and
the Bethesda Hospital and General Hospital in Tobelo.
WHO continued its latrine maintenance in IDP camps in Ternate.
IMC continued its routine health services and mobile clinics in Kao-Malifut, Tobelo,
Galela, Daruba, Bere-Bere, and Posi-Posi Rao Island and treated over 700 patients.
IMC also continued its assessment for the rehabilitation of 9 village clinics and 3
pustu in Tobelo and Galela.
Water and Sanitation
CARDI has started a new water and sanitation project in Sahu, Ibu, and Jailolo in
North Maluku District.
Shelter and Non-food Items
ICRC and PMI distributed tarpaulins, carpentry and agricultural tools, and family kits
to 2 villages in South Morotai and 6 villages in Southwest Morotai.
Education
ICRC distributed school uniforms and school supplies for 35 children in the Orphanage
Rumah Sejahtera in Tobelo and for 156 children in the Rumah Sejahtera Budi Sentosa
orphanage in Ternate.
UNICEF continued the processing of schools for its 'school in a box' assistance as
well as the recruitment of local staff for its programme in North Maluku.
Economic Recovery and Infrastructure
World Vision continued its Community Rehabilitation Programme with the
transportation of sand and gravel for MCKs, water tanks, and health posts in 11
villages in Malifut Sub-district and 3 villages in Galela and Kao sub-districts.
UNDP continued its clearing of rubble and cleaning of drains in Tobelo and Galela. It
continued its discussions on the construction of houses for returnees with local
partners.
Other
CORDAID Programme Coordinator for North Maluku and Maluku arrived in Ternate this
week to set up an office. CORDAID's activities will include assistance for
reconstruction of houses and capacity building of local NGOs and communities.
