CENTRAL SULAWESI
General Situation
Isolated security incidents continue to occur, seemingly with increasing frequency.
On Friday (19 July) two persons were shot dead in an apparent robbery in Masini
village, Poso district. At least two unexploded bombs were found in Poso district this
week, one in Silanca village in Lage sub-district, another on the road between Poso
and Tentena.
IMC reported that on Friday (19 July), one woman and two men were shot at in
Pendolo while tending their field. Mercy Corps reported of unconfirmed information
regarding an attack on a car travelling from Makassar on Wednesday (24 July), in
which two foreigners and their driver were injured and taken to hospital.
IMC and Mercy Corps have reported aggressive behaviour against their staff while
conducting humanitarian programme in Mapane village in the Poso district. People
expressed verbal hostility towards visits from international NGOs. However, staff were
able to leave the village without any incident.
The local newspaper Radar Sulteng reported on Thursday (25 July) that several
Christian members of the Malino Pokja (task force) in Poso district have resigned.
Assessment
This week CARE International presented their findings on "Rapid Livelihood Security
Assessment for IDPs in Poso" which was conducted earlier this year. The
assessment covers access to shelter, food, water and sanitation, and nutritional
status of IDPs in five sub-districts of Poso.
Mercy Corps programme team conducted pre-monitorings for proposed programmes
in the areas of Central Market, Madale, Pinedapa, Sa'atu and Masamba. The
proposed programmes are for Micro Credit, and Seeds and Tools.
Food Security and Agriculture
CWS distributed rice to IDPs in Tentena (Poso district) this week, and distributed
coupons for beneficiaries in 21 villages in Poso Pesisir. Within the same program,
CWS in cooperation with the local government, organised social work among
beneficiaries in Poso Kota.
Health
IMC conducted mobile clinic services in Wuasa, Loro and in Poso Pesisir areas. Four
clinics treated a total of 689 patients.
Other
On Wedensday (24 July), the Regional CAP Analysis Task Force arranged a
workshop with international NGOs in order to start the common humanitarian analysis
and strategy process for Central Sulawesi. Participants were CARE International,
CWS, IMC, Mercy Corps and OCHA. The workshop recommended a series of
common strategic objectives for the next year, which will be discussed with the
Government over the coming week.
MALUKU
General situation
There has been no threat to security reported in Ambon City this week, however
security forces have increased foot patrols and presence in public places.
Early this week (18 and 20 July) supporters of Laskar Jihad gathered at the High
Court building to hear proceedings of the case against the Laskar Jihad Commander,
Ja'far Umar Thalib.
Food Security and Agriculture
AcF conducted a survey for 13 IDP Camps in Ambon Island on Monday (22 July) to
assess living conditions, vulnerability and food security.
Mercy Corps funded a local NGO on Friday (27 July) to distribute seeds and tools in
Waiheru Village, Ambon Island, and provide training for 63 displaced families.
Health
IMC began training sessions on Friday (19 July) for the surgery team from both
communities working in Masohi Hospital, and IMC conducted mobile clinic services in
Hatu and Mosso Areas in Tehoru Village on Saturday (20 July), and in the Nukuhae
Area in Taniwel Village on Monday (22 July). An IMC doctor gave training for the
Puskesmas (Community Health Centre) staff in Tehoru Village on Wednesday (24
July).
MSF B conducted 674 consultations through the Mobile Clinic Programme for IDP
Camps in Ambon Island throughout the week, where they are monitoring follow-up
cases of diarrhoea in Mandala IDP Camp, and cholera cases in Halong Inn IDP Camp.
Water and Sanitation
On Monday (22 July) AcF began the construction of wells in Kuralele Village and
began distribution of materials for drainage construction in Wael Village, On-going
water and sanitation projects in Trana, Isu, Lesluru and Rumalait Villages also began
on the first week of July. Their main constraint in implementing the projects is
adjusting to the work schedule of the IDPs who are currently harvesting the Cacao in
Seram Island.
CARDI funded a local NGO on Monday (22 July) to construct a water supply system
to benefit 48 IDPs and local population in Galunggung Area, Ambon Island.
MSF-B completed the installation of rain catchment on Wednesday (24 July), and the
cleaning of the borehole in Barito IDP Camp on Thursday (25 July), in Ambon Island.
Economic Recovery and Infrastructure
AcF distributed Income Generating Project (IGP) kits on Thursday (18 July) in Hulaliu,
Kailolo, Pelauw and Rohmony Villages in Haruku Island. They also distributed IGP
kits in Jerily, Kokroman, Kuralele, Nakupia, Tonetanah, Usliapan, Waru, Watludan,
Wotai, Sifluru, Hatu, Haya, Lahakaba, Suhu Puti and Tehoru Villages in Central
Seram from 23 to 24 July.
Other
UNICEF, in collaboration with the local Government and a local partner, sponsored the
National Children's Day ceremony at Baileo Oikumene in Ambon Town on Tuesday
(23 July) where approximately 750 children from 5 districts in Maluku participated.
During the ceremony, UNICEF also presented a symbolic handover of 'School in a
Box', to be launched next week, to the Vice Governor and the to the Head of the
Education Department.
NORTH MALUKU
General Situation
North Maluku Police announced on Sunday (21 July) that 23 people had been
detained in connection with the recent bombing incidents in Tobelo. A spokesman
said the military and police were continuing investigations into the incidents but there
was evidence that the incidents were caused by groups dissatisfied with the
realignment of the Tobelo district. In a separate statement the North Maluku Military
Commander declared that the security situation in Tobelo was now stable and denied
reports of churches destroyed during the recent bombing incidents.
Acting-Governor of North Maluku, Sinyo Harry Sarundajang, announced on
Wednesday (24 July) that travel restrictions would be imposed on all outsiders who
have no legitimate business in the province. The move was designed to prevent
provocateurs from entering and exploiting the current situation in Tobelo. UNRC in
Ternate was informed by the Governor's office that no travel restrictions were being
placed on international humanitarian relief agencies, who are permitted to travel to any
part of the province including Tobelo.
The Provincial Government announced on Monday (22 July) that nominations for the
Governorship and Vice Governorship are opened until 5 August 2002. The process is
expected to be complete by end of October. The Provincial House of Representatives
revised the conditions for nominations to avoid a repeat of the previous election results
that were nullified by Central Government.
Food Security and Agriculture
AcF is finalising plans for the distribution of fishing equipment to benefit 670 families,
and seeds and tools for 763 families in Bacan. In Gane Timor, AcF is planning to
distribute fishing equipment, and seeds and tools for 130 families.
WVI continued their survey for their seeds and tools distribution in cooperation with
Sanro Foundation and the Community Rehabilitation Programme (CRP) in Kao,
Malifut, Tobelo and Galela.
Health
IMC continued its routine health services and mobile clinics in Kao, Malifut, Tobelo,
Galela, Daruba, Bere-Bere and Posi-Posi Rao Island, treating over 925 patients. IMC
also started preparations for the rehabilitation of 8 village maternity clinics (Polindes -
Poliklinik Bersalin Desa) and 3 supporting health clinics (Pustu - Puskesmas
Pembantu) in Tobelo and Galela. IMC also carried out training for 58 health cadres in
the health clinics (Puskesmas) in Daruba on Monday (22 July).
Water and Sanitation
AcF carried out their water and sanitation programmes in Kuwo, Tanjung Matuting,
Taba Hijrah, Tanjung Jere, Wosi, Fida and Lalubi villages of East Gane sub-district.
Shelter and Non-food Items
ICRC completed their last distribution of hygiene kits and agriculture tool kits in Obi
sub-districts to benefit 733 families in North Obi and 581 families in South Obi.
Education
WVI commemorated International Children's Day with sporting activities in five schools
in Kao, Malifut, Tobelo and Galela on Monday and Tuesday (22 and 23 July).
UNICEF chaired the education coordination meeting for North Maluku this week.
UNICEF is also developing a proposal with a local NGO Daur Mala for a Children's
Rights and Awareness Workshop, and held discussions with Lembaga Mitra
Lingkungan for a psychosocial programme.
Economic Recovery and Infrastructure
WVI continued its Community Rehabilitation Programme with the distribution of
infrastructure commodities for MCK and for a traditional market in Malifut sub-district.
CARDI received proposals from 15 pre-selected communities in Ibu, Sahu, Jailolo and
Oba Utara sub-districts for their environmental health programme and will finalise the
projects with relevant local Government authorities. The programme will cover water
and sanitation including reconstruction of wells.
AcF continued its monitoring of its rehabilitation programme of T-21 houses in Taba
Campaka village in Sahu sub-district.
