CENTRAL SULAWESI

General Situation

A bomb detonated last Friday (12 July) close to a bus south of Poso, on the road between Poso and Tentena. One person was killed, and three were wounded. The bomb followed other serious shooting incidents in the area the day before, and created a tense atmosphere in the region, with fears of renewed conflict. Mercy Corps reported of restrictions on movement on several roads, with numerous checkpoints, and temporary blocking of the road between Poso and Tentena, and police escorts of commercial transport. Political statements were made by both Muslim and Christian organizations, the former protested against the blocking of the roads. Christian organizations requested security and protection of the communities. Several rumours of imminent attacks on villages circulated over the weekend, but by Monday the situation was calm. Several other smaller bombs detonated this week, at least one in Poso and one in Palu on Tuesday (16 July). There are no reports of casualties or wounded. Coordinating Minister for People's Welfare Jusuf Kalla said on Thursday (18 July) that the bombings in Central Sulawesi could have links with a number of blasts that jolted Jakarta this year. He said he saw similarities in the method, bomb-making materials and appliances used by the perpetrators of the incidents in Poso and Jakarta.

Most international NGOs temporarily stopped field activities and withdrew staff from Poso during the crisis. By Tuesday (16 July), however, most of them had started activities again. A planned co-ordination meeting between the government and NGOs was cancelled because of the security situation.

Population movements

Army and NGOs in Poso District reported of new displacements due to the security incidents. Although exact numbers are not yet available, CARE said that at least 350 families (about 1500 persons) had been displaced over the last week. The majority of recent displacement is reported to be returnees now going back to the displacement area. In addition to these displacements, the Church also evacuated one village on Monday.

MALUKU

General situation

The Secretary of the Muslim delegation who signed the Maluku Accord in Malino said last Friday (12 July) that the Muslim community hoped the recently arrived National Inquiry Team from Jakarta would fully investigate the various causes of the conflict in Maluku and make available the findings. He added that it was important for all sides to feel that justice is being upheld. However, on Monday (15 July), Muslim groups that are against the Malino Agreement, also known as Group 11, refused to meet with the National Inquiry Team, saying that their team's existence and opinion will be disregarded.

Maluku Parliament spokesperson, Zeth Sahuburua, said Thursday (16 July) that the election process for the Governor of Maluku has begun. The process is expected to end by 11 November 2002 with succession into office of the successful candidate.

Assessments

MSF-B is conducting a health assessment in Buru Island on Friday (19 July) on local IDPs and to assess reports of leprosies cases in the area. It will be visiting Namlea Town, Kampung Baru Village, Meta and Debu villages, in Central Buru, and Waipoti Village in North Buru.

Food Security and Agriculture

Starting Monday (15 July), AcF has been conducting a survey in 16 IDP Camps on Ambon Island to assess basic needs.

Health

MSF-B conducted 645 consultations through their mobile Clinic Programme in IDP Camps in Ambon Island throughout the week.

Water and Sanitation

In Ambon Island, MSF-B throughout the week conducted garbage collection for THR IDP Camp, and is supplying water to Halong Navy Base and Suli TNI IDP camps. It also repaired a spring box and shelter in Air Panas Village on Monday (15 July), repaired a water pump and pipe network in Harbour Tulehu Camp in Tulehu Village last Thursday (11 July), and began repairing a water pump in Kusu-Kusu Village on Thursday (18 July).

Shelter and Non-food Items

Mercy Corps sent a team on Tuesday (16 July) to conduct feasibility study and monitor a shelter projects in Kairatu and Piru sub-districts, Seram Island. It also funded a local partner on Thursday (18 July) to distribute non-food items (blankets, sleeping mats, and water containers) to 355 displaced persons in Lesluru Village, TNS (Teun Nila Serua) Sub-district. The IDPs came from Tehoru Village in the eastern part of Seram Island last May.

Economic Recovery and Infrastructure

Mercy Corps funded a local partner on Friday (19 July) to extend micro-credit projects for 100 IDPs in the Ruko Batu Merah Market, Ambon Town. Mercy Corps is sponsoring delegates from 8 local NGOs from Ambon, Seram, and Banda islands to attend the Mercy Corps Micro-credit Conference in Jakarta on Saturday (20 July). It was co-hosted by Bank Indonesia.

CARDI funded a local partner on Friday (12 July) to begin economic empowerment project in agriculture for 150 displaced families in Passo and Hutumuri villages, Ambon Island. It also funded a local NGO on Wednesday (17 July) to begin farming projects that would benefit 25 displaced families to begin small chicken farming industries.

In Ambon Island, AcF is distributing Income Generating Project (IGP) kits starting Monday (15 July) for 23 displaced families in Hutumuri Village, 32 displaced families in Toisapu Village, 26 displaced families in Darussalam Dua Area, 13 displaced families in Air Panas Area, 23 displaced families in Liang Polsek Area, and 5 displaced families in Tial Village.

Other

UNICEF returned from Namely, Buru Island, after conducting a workshop on 14-16 July on Birth Registration, part of its Child Protection Programme, for 40 local government authorities.

UNICEF, together with local education authorities and local partners, organized a Children's Congress during 19-20 July in Ambon Town to commemorate the National Children's Day. For the event, UNICEF invited child delegates from all 5 districts in Maluku (Ambon, Buru Island, Central Maluku, Southeast Maluku, and West Southeast Maluku).

WFP has stationed an officer in Ambon Town as of 16 July.

NORTH MALUKU

General Situation

A bomb explosion in Soakonora Village, Galela Sub-district on Monday (15 July) forced both Muslim and Christian residents to take temporary refuge in the nearby hills. No details of the explosion are available.

Population Movements

CARDI facilitated the visit of 15 Christian IDPs from Manado to Bacan this week as part of its 'Go and see' programme.

249 Christian IDPs (46 families) from Manado returned to Akelamo, Somahode, and Gurapin villages in North Oba, Central Halmahera District on 16 July. The RRI (state-owned radio) also reported on Thursday (18 July) that 867 IDPs (196 families) from Bitung in North Sulawesi returned to their villages of Anggai, Wayaloar, and Buho-Buho in Obi Sub-district of North Maluku District on 8 July.

Food Security and Agriculture

AcF distributed 243 fishing kits to 729 families in Loloda Sub-district and 64 fishing kits to 456 families in East Gane Sub-district. It also distributed 258 agriculture kits of onions and peanuts seeds there.

Health

IMC continued its routine health services and mobile clinics in Kao-Malifut, Tobelo, Galela, Daruba, Bere-Bere, and Posi-Posi Rao Island and treated over 750 patients. IMC also continued its assessment for the rehabilitation of 9 polindes and 3 pustu in Tobelo and Galela.

Water and Sanitation

WHO through its local NGO partners in Ternate continued its water and sanitation activities in IDP camps in Ternate City.

World Vision continued its Community Rehabilitation Programme with the transportation of sand and gravel for MCK for 3 villages in Malifut Sub-district.

Shelter and Non-food Items

ICRC distributed agricultural and construction tools and family kits in villages in Obi Sub- district.

Education

UNICEF continued the processing of schools for 'school in a box' assistance and distribution of textbooks for its programme in Tobelo and Galela sub-districts.

An SC UK team from Jakarta arrived in Ternate this week to start up its operations for North Maluku. It will work on special education programmes for primary schools with IDP children and will cover 50 schools.

Economic Recovery and Infrastructure

CARDI's current micro-grant programme has been completed. 8 projects-4 water and sanitation, 3 economic empowerment and 1 media campaign project-were implemented.

AcF monitored the construction of T-21 houses in Jailolo Sub-district and also distributed construction material for returnees in Loloda, Bacan, and East Gane sub-districts.
