CONfederation of Citizens' Emergency Reaction Networks 

Established last year, it aims to create a network of people and technology in order to speed-en up the reaction  time of crime reporting with police action as well as disaster management in the events of emergencies, whether they may be local or national in scope, such as typhoons, earthquakes, fires and other calamities.
