Santa Barbara is the most bum, vagrant, transient, hobo, whatever tollerant town ive been to yet. The cops are decent they dont hassle you too much as long as you stay on State street, which is the main drag of Santa Barbaras bum-dom. Many bum services are available if you need them. Plenty of characters. If you get a citation or 3 the cops just tell you to leave. It doesnt show up in the rest of California.
