Membership
 
 1) All membership applicants must first post at the USA_Sim group. 
 
 2) All members are eligible to post, vote in polls, add bookmarks, etc.
 
Polls
 
 1) Caucus polls shall last 48 hrs, not including weekends and legal 
 holidays. All official polls will give the exact closing time and 
 voter identity will be hidden until the poll closes and election 
polls shall be by secret ballot.
 
 2) All official polls will be conducted by the group owner. If the 
 group owner is unavailable the poll shall be conducted by another 
 predesignated moderator. (right now: either the President or 
 Minority Leader).

Member Responsibilities
 
 1) Members who leave the caucus cannot return under the same id 
 unless approved either by a 2/3 majority of the caucus or simple 
 majority of the group Moderators.
 
 2) If a member leaves the caucus while a vote is in process, that 
 member's vote is null and void; no new members will be admitted 
 while a vote is in progress. 
 
 3) Members have 30 day probationary period. During this time they 
 may be dismissed by a majority vote of caucus members. They also may 
 not hold any offices within caucus until their probation period is 
 over. (Members before 12-24-01 shall be exempt.)
 
Conduct/Removal from caucus
 
 1) A member can be removed for the following reasons: 
 
  a. Any Yahoo TOS violation (a copy is on file here and sent to 
     every new member)

  b. Insulting or otherwise denegrading another member's real life. 
 
  c. Engaging in behavior that makes other members feel like their 
     safety or well-being is compromised. 
 
  d. Any behavior that the moderators find to be disruptive to the 
     simulation. 
 
 
Removal from caucus 
 
 1) Caucus membership can be revoked by a majority within the 
 first 30 days of membership. It may also be revoked after that by a 
 2/3 majority of members.
 
 2) Expulsion vote may take place only after a petition for such is 
  signed by atleast 5 group members in good standing.
 
Moderators
 
 1) The Party Chair shall be listed as the "owner" of the 
 Republican Coalition Group.
 
 2) Additional moderators shall be the USASim President and the 
 Senate Minority Leader.
 
 3) Moderators will have all the priviledges the group owner does 
 except the ability to delete the group or ban/unsubscribe a member.
 
 4) Additional moderators MAY be added when the group membership 
 reaches 40.
 
 5) Moderators may suspend posting priviledges for any member who 
 violates any part of the conduct clause.
 
 6) Suspended members shall still be allowed to vote and participate 
 in other areas.
 
 7) A moderator must file a report (in the form of a post here)
 within 6 hours of the suspension in the form of a post or face suspension  him/herself. 
The report must state the reason for the suspension 

 8) A unilateral suspension may not last longer than 72 hours. A 
 suspension can be extended to one week by a 2/3 vote of the group 
 moderators. No suspension may be extended for more than 1 week 
 without scheduling an expulsion vote. 
 
 9) Any moderator who either moderates another member, blocks views 
 of membership list or any other feature may do so, but must file a 
 written report in the form of a post to this group within 6 hours 
 or face suspension.
 
Group function
 
 1) The Republican Caucus group is NOT a Senate group. (a 
 seperate Senate cloakroom may be established)

 2) It is intended for all elected officials who wish to caucus with 
 the Republican Party.

 3) The group will maintain a database of ALL Republican caucus 
 elected officials. 
 
 4) It's primary purpose is to provide a mostly informal setting for 
 discussion and promotion of the USA_Sim Republican Party.
 
 5) It may be occassionally be called into session to discuss party 
 business. In these cases the Party Chair will conduct the 
 session.
 
Party Chair
 
 1) Group owner.
 
 2) Has discretion to change group settings and delete offensive posts.

 3) May not unilaterally add a new moderator.
 
 4) Has minimum obligation to publish (weekly) the elephant_express. This will 
 be VITAL to keep interest flowing. The Chair will be the sole owner/moderator. 
All RNC members must be subscribed to the newsletter.
 
 5) Failure to publish a newsletter for 21 consecutive day MAY lead 
 to a removal from office and a replacement chosen by the President.

 6) May be not be Minority Leader, Minority Whip, President or Vice President.
 
 7) Will work with Minority Leader and consult with President on 
 party platform.
 
 8) Caucus elections officer. Exception: President will conduct the 
 election for PC.

 9) Functions as the member database operator. 
 
Minority Leader

 1) Mobilize votes within caucus on legislation.
 
 2) Act in Coalition Chair's absence.
 
 3) Work with Coalition Chair and consult with President on Party 
 platform.
 
 4) Reponsible for keeping committees staffed.

Minority Whip
 
 1) Assists ML in mobilizing votes.
 
 2) Responsible for welcoming new RC members at USASim site.
 
 3) succeeds ML in the event of a vacancy. 
 
Office Vacancies
 
 1) Coalition Chair- replacement appointed by President to serve 
 remainder of term
 
 2) Minority Leader- to be suceeded by Minority Whip upon vacating of 
 office
 
 3) Minority Whip- replacement appointed by Minority Leader OR if MW 
 succeeds ML replacement is appointed by Party Chair.
 
Roll Call
 
 1) Every member is required to answer roll call once a month.
 
 2) Held immediately prior to monthly election.
 
 3) Held no later than 15th; must end no later than 18th of each month.
 
4) Polls are to be announced as "Special Notices". Each member must maintain a 
"special notice" email delivery at the minimum.

 5) Failure to answer roll call (exceptions can be made by a 
 majority decision of the moderators) will result in unsubscription from 
 this group, administrative removal from 
 The Senate Chamber and a forfeiture of Senate seat.
 
 6) Members who fail to answer roll call and wish to rejoin may do so
 under their original id by a majority vote of the moderators, and 
 this may only happen 1 time per member.
 
7)After each roll call vote, non-respondents are to be contacted by 
the chair and given four days grace. Non-respondents are to be removed immeadiatly by the chair.

Elections
 
 President/Vice President-
 
 1) Term of office will be 4 months: Jan 20-May 20, May 20-Sept 20, 
 Sept 20-Jan 20 
 
 2) Nominations must conclude no later than 12 days prior to 
 inauguration. (PC will enforce this)
 
 3) President/Vice Presidential candidates must run as a ticket. 
 (President must be nominated, but VP selected by the Pres.)
 
 4) Caucus elections held 8 days prior to Inauguration Day.
 
 5) General election follows in USASimSenateChamber on top two 
 Republican tickets. Must conclude no later than 24 hours prior to 
 inauguration. 
 
 6) Limited to two terms.
 
Party Chair
 
 1) Term 3 months: Mar 20-Jun 20, Jun 20-Sep 20, Sep 20-Dec 20, Dec 
 20-Mar 20
 
 2) nominations must conclude no later than 12 days prior to end of 
 term
 
 3) Elections conducted by President and must begin no later than Mar 
 15, Jun 15, Sep 15, or Dec 15.

 4) May serve no more than 2 consecutive terms.
 
Minority Leader
 
 1) Term is 3 months: Feb 20-May 20, May 20-Aug 20, Aug 20-Nov 20, 
 Nov 20-Feb 20.
 
 2) nominations must conclude no later than 12 days prior to end of 
 term.
 
 3) Elections must begin no later than Feb 15, May 15, Aug 15, and 
 Nov 15.
 
 4) May not serve more than 2 consecutive terms.
 
Minority Whip
 
 1) Term is 3 months: Jan 20-Apr 20, Apr 20-Jul 20, Jul 20-Oct 20, Oct 
 20-Jan 20
 
 2) nominations must conclude no later than 12 days prior to end of 
 term.
 
 3) Elections must begin no later than: Jan 15, Apr 15, Jul 15, and 
 Oct 15.
 
 4) May not serve more than 2 consecutive terms.
 
Special Order
 
 1) the President of USAsim will be allowed to have 1 staff member 
 as a member of this group.
 
 2) Staff member may not vote.
 
 Amendments
 
 1) Amendments to the group charter must first be petitioned by 
 atleast 5 members in good standing.
 
 2) Amendments must be approved by a 60% majority vote.
