Service Record: Assigned to border patrol on a refit Miranda class starship, patrolling the Federation space along the adjoining Klingon and Cardassion territories.  Designated as Tactical Officer by then commanding Captain, Lars Douglas.  Primarily assigned to third shift duty on the bridge, and then second shift as Assistant Tactical Officer on his second year of the tour of duty.  Reassigned and field commissioned to Lt. JG for the third and fourth year, with assignment and duties classif ied.  Tendered resignation in 2373, resignation refused, but placed on inactive emergency reserve and allowed to leave Starfleet.  Reenlisted in 2379 and assigned to the USS Lexington, NCC 1709-D as Operations Officer.  Recently promoted to Lt. JG and made Chief Operations Officer aboard the Lexington.  Promoted to Lieutenant in 2380. Promoted to Lieutenant Commander and made Executive Officer in 2381.

Background: Background information is sparse.  Much of it has been classified per Rouke's request or by detrmination of Starfleet.  Unclassified data as follows:

One surviving relative: Mother, name not given, living in the Pacific northwest.

Deceased: One wife, Roberta Rouke, and an unnamed son. 

Information on Rouke's activities after leaving Starfleet show only his marriage to Roberta, and a deed for a homestead on a colony planet near the Romulan Star Empire.  His wife had accepted a teaching job, and Rouke was going to farm on the homestead.  Starfleet records indicate that his wife, and then unborn son proceeded his arrival to the colony by three weeks aboard a trade freighter.  Said freighter did not appear four days after date of due arrival, and a Federation starship was sent to investigate.  A debris field from the freighter was located, and the attackers are still unknown to this day.  After the loss of his spouse and son, Rouke reenlisted with Starfleet.  He passed intensive scrutiny by Starfleet Counselors, and was allowed to be reassigned.  His rank was placed back down to Ensign, and he was reclassified as an Operations Officer.  His only request upon his return was to be assigned as far away from earth as possible.

Personality profile: Tars Rouke is a rather tall and solid man.  His blond hair is cut short and squared off, and he wears a full beard and moustache.  His preference is towards work rather than socializing.  Often times he will volunteer for extra duty shifts rather than spend his off duty time with ship board personnel.  Tars excels at his work, and can effectively work with a group he has been assigned to or is in command of.  It is noted that he will often spend time alone in h is quarters or in parts of the ship that are rarely populated by crew members.  He prefers to avoid most counselors, and while he was found fit for duty, it is noted that there may be some deep seated goal for which only Starfleet could provide an opportunity to accomplish.  His current state is attributed to the loss of his wife and son. His quarters and personal items are sparse, reflecting an orientation towards work, re-inforced by the instalation of an OP's console in his quaters to run simul ation on and monitor the status of the ship.

Special Note: Tars may go out of the way not to deal with people at certain times, when not on duty.  His manner may seem cold and aloof off duty, but is intended to keep much social contact to a minimum.  He has difficulty sleeping and is often haunted by nightmares over the loss of his wife and son.  Down time is perhaps, in his own mind, his second worse enemy.  Due to the nature of his third and fourth year assignments, he may not respond well to superior officers outside of normal d uty.  It is rumored but not confirmed that the he is the only survivor of the first ship he served on.  There is no current record of such a ship or its crew assigned to the above mentioned area having been destroyed, but much of the background information has been classified.  Most recent medical fitness report indicates numerous inncolulations of a nature used by Starfleet personnel under extended contact with Romulans, and the presence of scars that have not been regenerated for appearence reasons.   Starfleet record indicates certfied in the use of sniper rifles.
