Jeff was born on November 21, 2347 on Earth, he was born into a family of science. His mother was a doctor in ancient Earth history and his father was a medical doctor.

Sorry to say, even at an early age Jeff didn't have that thirst for knowledge like his parents. He loved to read about early 20th century aviatiors and the planes they flew across the sky. Jeff would even try to sneak into Starfleet Academy to use the holodeck but was caught.

So, Jeff waited until he was old enough to enter Starfleet, and naturally he studied piloting with some medical courses as well.
