Tech was created 20 years ago by starfleet engineers. He started out as an experiment, but quickly turned out to be much more than that. He was programmed after the design specs that starfleet had from Lt.Cmdr Data. And from some lost files found on the remote planet Xyrion. This planet had apparently been settled many thousand years ago by a now dead race, which had great knowledge of android technology. Combining these two design specs Tech was created.
