(1) Subject to the provisions of Federation Security Council Intelligence Directive No. 6 (FSCID No. 6), and the Starfleet Security Act, as amended, and pursuant to the authorities vested in Starfleet Command, the Starfleet Intelligence Service is a separately organized agency within Starfleet under the direction, supervision, maintenance and operation of the Starfleet Command.
The Starfleet Intelligence Service (SFI) is a unified organization structured to provide for the Signals Intelligence (SIGINT) mission of Starfleet and to insure secure communications systems for all departments and agencies of the Federation. Starfleet Command will conduct collection, processing and other SIGINT operations as assigned.
Signals Intelligence (SIGINT) is a category of intelligence information comprising all Communications Intelligence (COMINT), Electronic Intelligence (ELINT), and Subspace Intelligence (SUBSPINT).
COMINT is technical and intelligence information derived from foreign communication by other than the intended recipients. COMINT is produced by the collection and processing of foreign communications, with specific exceptions stated below, and by the processing of foreign encrypted communications, however transmitted. Collection comprises search, intercept, and direction finding. Processing comprises range estimation, transmitter/operator identification, signal analysis, traffic analysis, cryptanalysts, decryption, study of plain text, the fusion of these processes, and the reporting of results. COMINT does not include: intercept and processing of unencrypted written communications, except the processing of written plain text versions of communications which have been encrypted or are intended for subsequent encryption. Intercept and processing of press, propaganda and other public broadcasts, except for processing encrypted or "hidden meaning" passages in such broadcasts ; oral interceptions conducted under Starfleet Directive 5200.24; or censorship.
ELINT is technical and intelligence information derived from foreign, non-communications, electromagnetic radiations emanating from other than subspace or quantum sources. ELINT is produced by the collection (observation and recording), and the processing for subsequent intelligence purposes of that information.
SUBSPINT is technical and intelligence information derived from the intercept, processing, and analysis of foreign subspace emissions.
SIGINT operational control is the authoritative direction of SIGINT activities, including tasking and allocation of effort, and the authoritative prescription of those uniform techniques and standards by which SIGINT information is collected, processed and reported. SIGINT resources comprise unit, activities and organizational elements engaged in the conduct of SIGINT (COMINT, ELINT or SUBSPINT) activities.
The Starfleet Intelligence Service consists of a Commanding Officer, a Headquarters, and such subordinate units, elements, facilities, and activities as are assigned to the Starfleet Intelligence Service by Starfleet Command as the executive agent of the Federation for the conduct of SIGINT.
The SFI provides technical guidance to all SIGINT or SIGINT-related operations of the Federation. It formulates programs, plans, policies, procedures and principles, and manages assigned SIGINT resources, personnel and programs.
SFI produces and disseminates SIGINT in accordance with the objectives, requirements and priorities established by Starfleet Command. This function does not include the production and dissemination of finished intelligence which are the responsibilities of departments and agencies other than SFI.
In relation to Starfleet Command SIGINT activities, SFI prepares and submits to the Federation Council a consolidated program, and requirements for Starfleet and civilian manpower, logistic and communications support, and research, development, test and evaluation, together with recommendations pertaining thereto. SFI conducts research, development and systems design to meet it's needs and coordinate with the departments and agencies their related research, development, test and evaluation in the SIGINT field. SFI determines and submits to Starfleet Command logistic support requirements with specific recommendations as to what each of the responsible departments and agencies of the Federation should supply.
It also develops requisite security rules, regulations and standards governing operating practices in accordance with Starfleet Defence Polices. Starfleet Command prescribes within the field of authorized operations requisite security regulations covering operating practices, including the transmission, handling, and distribution of SIGINT material within and among the elements under it's control; and exercise the necessary monitoring and supervisory control to ensure compliance with the regulations.
Starfleet Command makes reports and furnish information to the Federation Council, as required. Starfleet Command also responds to the SIGINT requirements of all Starfleet components and other departments and agencies, eliminates unwarranted duplication of SIGINT efforts, standardizes SIGINT equipment and facilities wherever practicable, and provides for production and procurement of SIGINT equipments.
SFI provides Starfleet Command through the C-INTELLIGENCE with such information as required on the past, current and propose plans, programs, of the SIGINT activities under SFI control. It also provides guidance to Starfleet departments to effect and insure sound and adequate Starfleet and civilian SIGINT career development and training programs, and conduct, or otherwise provide for, necessary specialized and advanced SIGINT training. SFI provides technical advice and support to enhance SIGINT arrangements with foreign worlds, and conduct, as authorized, SIGINT exchanges with foreign governments.
The Starfleet Intelligence Service is organized into five Directorates, each of which consists of several groups or elements. The Operations Directorate is responsible for SIGINT collection and processing. The Technology and Systems Directorate develops new technologies for SIGINT collection and processing. The Information Systems Security Directorate is responsible for SFI's communications and information security missions. The Plans, Policy and Programs Directorate provides staff support and general direction for the Service, while the Support Services Directorate provides logistical and administrative support activities.
This Group performs quadrant wide SIGINT operations at fixed sites and with assigned and attached mobile assets to collect against targets in the Klingon Empire. It maintains liaison with service components on SIGINT operations of direct interest to this area of responsibility, under the SIGINT OPCON of Starfleet.(The current designation of this Group is uncertain)
This Group performs quadrant wide SIGINT operations at fixed sites and with assigned and attached mobile assets to collect against targets, including Romulans, Borg, Cardassian, Dominion, Gorn, Miradorn, Bajoran, Tholian, and a dozen other species. It maintains liaison with SFI components on SIGINT operations of direct interest to this area of responsibility, under the SIGINT OPCON of Starfleet Command. This is the largest group of SFI.
This Group establishes immediate, short and long range policy and resource requirements for Information Security activities to satisfy current and future requirements. It identifies needs, criteria development, and program development of projects for operation and maintenance of current assets and acquisition or construction of new facilities.
C-INTELLIGENCE directs and controls the Starfleet Intelligence Service (SFI) in the accomplishment of assigned missions, programs, plans, and projects. This Group serves as the SFI focus for Starfleet Command activities, and for the Federation Signals Intelligence Directive System. The Group also represents SFI on other SIGINT community coordinating committees, such as the Federation/Klingon Alliance Signals Intelligence (SIGINT) Committee, SIGINT Requirements Validation and Evaluation Subcommittee (SIRVES) and SO RS.
This Group develops, establishes, and administers comprehensive programs for information security, classification management, security education and motivation, and industrial and personnel security. It represents SFI on the Security Career Program Policy Council.
Acts as the principal staff advisor and assistant to C-INTELLIGENCE, SFI, and other staff elements on all SFI matters with respect to Legislative Affairs.
Serves as the principal focus for on matters relating to the implementation of the SFI logistics support activities, including support by Starfleet Communications Division.
Acts as the principal staff advisor and assistant to C-INTELLIGENCE, SFI, and other staff elements on all SFI matters, exclusive of equipment (ADP and non-ADP) and software, with respect to publications; library; subspace; travel; computer facilities, productions and exhibits; records, forms, and correspondence; committee management; authentication of publications, directives, and communications.
This Group determines, in conjunction with the entire SFI staff, immediate, short and long range planning requirements for facility development to satisfy current and future mission requirements. It identifies facility need, facility criteria development, and program development of projects for operation and maintenance of current assets and acquisition or construction of new facilities.
This Group acts as the principal staff advisor and assistant to C-INTELLIGENCE, SFI, and other staff elements on the initiation, development, integration, coordination, and monitoring of SFI policy, plans, programs, and projects and is responsible for oversight of designated SFI programs; mission and organization control; command control and contingency planning; SFI studies and projects, and operations research; SFI strategic planning and personnel authorizations and position management.
This Group transforms SIGINT collection requirements into system performance parameters, requirements, and system configurations. It establishes and maintains system performance specifications and supports the configuration controls. The Group develops and monitors internal and external interface requirements, defines test and target requirements and provides schedule, produceability, manufacturing, basing, logistics, and other support necessary for SIGINT collection system development and deployment. The Group serves as a center for research and development on signals intelligence technologies, and provides for evaluation of algorithms, data bases, and display concepts in signal processing. The Group maintains facilities for research and development on audio, digital and speech signal processing, the supports test and evaluation of speech processing technology to intelligence related problems.
This Group implements operational control of space-based sensors. It documents, maintains, and implements operational requirements, monitors capabilities, and coordinates activities for sensors. Provides resource management for collection, transmission and processing of SIGINT derived from space-based sensors. The Group monitors and performs analysis on sensor operations, system capabilities, and performance. It manages technical service support (TSS) contracts to ensure operational support for ground stations. The Group coordinates and monitors system testing for space-based sensors, and interfaces with the Starfleet Satellite Control Facility (SCF) for operational tasking. It also coordinates and provides input on future sensor requirements.
1. The Service shall collect, by investigation or otherwise, to the extent that it is strictly necessary, and analyse and retain information and intelligence respecting activities that may on reasonable grounds be suspected of constituting threats to the security of the Federation (including Starfleet) and, in relation thereto, shall report to and advise Starfleet Command.
2. (1) The Service may provide security assessments to divisions of Starfleet and to Federation member worlds as needed.
(2) The Service may, with the approval of C-INTELLIGENCE, enter into an arrangement with
(a) the government of a member world or any department thereof, or
(b) any police force in a member world, with the approval of the Division Commander responsible for the sector in question, authorizing the Service to provide security assessments.
(3) The Service may, with the approval of the Starfleet Command after consultation by the Federation Council, enter into an arrangement with the government of a foreign worlds or an institution thereof or an interplanetary organization of states or an institution thereof authorizing the Service to provide the government, institution or organization with security assessments.
3. The Service may
(a) advise any minister of the Federation Council on matters relating to the security of the Federation, or
(b) provide any minister of the Federation with information relating to security matters or criminal activities, that is relevant to the exercise of any power or the performance of any duty or function by that Minister under the Citizenship Act or the Immigration Act.
4. The Service may conduct such investigations as are required for the purpose of providing security assessments pursuant to section 2 or advice pursuant to section 3.
5. (1) Subject to this section, the Service may, in relation to the defence of the Federation or the conduct of the interplanetary affairs of the Federation, assist Starfleet Command relating to the capabilities, intentions or activities of
(a) any foreign state or group of foreign worlds; or
(b) any person other than
(i) a Federation citizen,
(ii) a permanent resident within the meaning of the Immigration Act, or
(2) The assistance provided pursuant to subsection (1) shall not be directed at any person referred to in subparagraph (1)(b)(i), or (ii).
(3) The Service shall not perform its duties and functions under subsection (1) unless it does so
(a) on the request in writing of Starfleet Command; and
(b) with the consent in writing of the Federation Council.
6. (1) For the purpose of performing its duties and functions under this Act, the Service may,
(a) with the approval of Starfleet Command, enter into an arrangement or otherwise cooperate with
(i) any division of the Federation or Starfleet or any department thereof, or
(ii) any police force in a member worlds, with the approval of the Minister responsible for policing in the province; or
(b) with the approval of Starfleet Command after consultation by the Minister with the Federation Council, enter into an arrangement or otherwise cooperate with the government of a foreign world or an institution thereof or an interplanetary organization of states or an institution thereof
