UNAIDS: The Joint United Nations Programme on HIV/AIDS and WHO: World Health Organization of the United Nations jointly issued a present policy statement "2004" that recommends an offer of HIV testing 1 for all TB patients as part of their routine management - a pragmatic refinement of previous orthodoxy which nonetheless protects human rights. HIV testing of individuals must still be confidential, accompanied by counseling and only conducted with informed consent. HIV testing must be grounded in sound public health practice and in the respect, protection, and fulfillment of human rights norms (history) and standards. 2 The potential benefits of testing and counseling for the individual include improved health status through good nutritional advice 3 earlier access to care and treatment/prevention for HIV-related illness, 4 better ability to cope with HIV-related anxiety or concern, 5 awareness of safer options for reproduction and infant feeding5; 6 and motivation to initiate or maintain safer sexual and drug-related behaviours. 7 Other benefits include safer blood donation.
