   1      pound         extra lean ground beef
  22      whole         low-sodium soda crackers, crushed -- * see note
   1      teaspoon      mustard
   1      medium        onion -- chopped
   1      stalk         celery -- chopped
   1      dash          Worcestershire sauce
   1      dash          pepper
  14      ounces        tomato sauce -- divided

Preheat oven to 350°F.

In a large bowl, combine all ingredients, reserving 1/4 of the can of the
tomato sauce. Form into oval or rectangular shape in large casserole dish. Pour reserved tomato sauce over top, and spread to cover entire top.
