HINTS
These are just random tips about making Cards. You can use this if you like, and most of them are just to stop idiotic/cheap cards.
EFFECT HINTS:
Unfortunatley, many people can create very nice, very useful effects, but at the same time, those effects are overpowered and overuseful. When creating certain kinds of effects, such as draw effect. You need to make sure to use limiations, or Caps. Lets say we have a spell that allows you to remove any number of cards from your graveyard from play, a card like this can be too easily used and is thus "Broken" or "Overpowered".So lets make this card less easy to use. Lets change it from:
"Remove any number of cards in your graveyard from play to draw the same number of cards from your deck."
into
"Remove any number of Spell Cards in your graveyard from play to draw a number of card from the top of your deck equal to half the number of cards you removed from play, you cannot draw more than 4 cards in this way."
Now this card is much harder to use. Becuase you can only use it on other Spell Cards in the graveyard and you have to remove 8 cards just to get 4, which is the maxium amount of cards you can draw with this card.
So basically, make your effect not so easy to use. Make them need certain conditions and etc.
MONSTERS:
-ATK+DEF Limits:


First of all, you should make sure that the ATK and DEF level out. I've noticed that in the real card games, certain levels have limits on how what kinds of ATK and DEF certain levels should have.
Please note, that certain effect do allow that monsters can have over these limits*like Goblin Attack Force*
Here is the list:
Level I: ATK and DEF Should both be 500 or less.
Level II: ATK and DEF Can go up to 800 each.
Level III: ATK and DEF can go up to about 1400 each or have one HIGH Stat and one Low stat. Such as 1800 DEF, and 600 ATK or 1600 ATK and 400 DEF, you get the idea. But the ATK should not go over 1600.
Level IV: ATK can go as high as 1950 if it has DEF under 1000. DEF Can go to 2000 if it has under 1000 ATK. Or both can go as high as 1700.
Level V: ATK can go up to 2200 if under 1700 DEF. DEF can go as high as 2500 if under 1700 ATK. ATK and DEF can go as high as 1700 each.
Level VI: ATK can go up to 2500 if under 1800 DEF. DEF can go as high as 3000 if ATK is under 1000. ATK and DEF can go as high as 2000 each.
Level VII: ATK and DEF can go as high as 2400 each. ATK Can go to 2800 if DEF is under 2100. Same for DEF.
Level VIII: ATK and DEF can go as high as 2700 each. ATK Can go up to 3000 if DEF is under 2600. DEF Can go up to 3000 if ATK is under 2100.
Level IX: ATK and DEF can go as high as 3000 each. ATK Can go up to 3500 if DEF is under 2500. DEF Can go up to 3500 if ATK is under 2100.
Level X: ATK and DEF can go as high as 4000 each I'd say. Theres no real confirmation on this.
Level XI: ATK and DEF Can go as High as as 4500 as long as the opposite stat is 3500 or less.
Level XII: There is no real limit to this level. Just try to take it easy.
SPELLS:
Keep in mind that every card should be negatable. So you should NOT make a card that says "This card cannot be Chained to" or "This card cannot be negated". As for ATK and DEF increases, try to keep it at 500 or less if it works for most cards and adds another effect. Also, consider that if a card decreases your opponent's life points, it should not be very high. Such is one of the reasons why Ring of Destruction is Banned. Also, when creating a card that special summons a monster(s), make sure it does not summon too many monsters with high atk or high def. And that it has a fairly level cost.
TRAPS:
Remember that a Continuous Trap card should not have an effect that can be turned into a massively overuseable combo. Things like comboing a GRAVITY Bind with a card you made that prevents any level 3 or lower monster from attacking would be just plain wrong. So try to keep traps fair. And if you decide to make a trap monster, remember to make sure that it's not overpowered but easy to use*points at Metal Reflect Slime*.
