Empire State College was founded in 1971 as a part of State University of New York to meet the educational needs of those persons who require alternatives to the traditional time, place, content, and form of higher education. SUNY Empire State College has recently become an international leader in adult higher learning, being accredited by the Middle States Association of Colleges and Schools. Our Russian-American Program has been created to meet the expectations of students wishing to earn bachelors and master's degrees from a widely recognized US university and for whom full time study in the USA is not an option. Years of research have gone into designing the program, which was announced by signing an Agreement with the Administration of the Omsk Region, Russia, of the 1st of July 1998. Under terms of the agreement the School of International Business at Omsk State University was created to supervise the program jointly with the SUNY ESC Office of International Programs. Since 1999 we have been offering SUNY ESC Bachelor of Science degree programs in business, management and economics for Russian students in Omsk and other places in Russia and CIS. It is our intention to launch a joint MBA program for graduates of the bachelor program in the early 2000s.
