All, Under the guidance of State Congressman Terry Musser, the state legislature recently (August 12, 2003) signed into law the 2003 Wisconsin Act 42 (A.B. 74) - a new law that permits either a middle or high school student (grades 6-12) or a WI public college student to perform "Taps" at a military funeral for deceased veterans. The student must be "certified" (by letter) by their school band or music instructor that they are proficient in properly sounding Taps. The law also states that any student performing this service for deceased veterans will receive an "excused absence". In exchange for playing Taps - the funeral director is authorized to fill out the certificate at this WDVA web site: http://dva.state.wi.us/Forms/WDVA_2802_Taps_Voucher.pdf - and in turn the certificate will act as a $25.00 voucher that can be used to pay for tuition or "fees" at WI state colleges or WI Technical Colleges. There is no limit as to the number of military funerals the student may play at, thus a middle or high school student may be able to collect quite a "nest egg" toward his/her college education costs. Detailed instructions for both the students and the funeral director are found at the above web site. I think this is something the Post should consider for all the veteran funerals we do.
