Señoras y señores:

Les escribo a nombre de los niños, ancianos, mujeres y hombres del Ejército Zapatista de Liberación Nacional, de México.

Como ustedes tal vez sepan, en fechas pasadas y en una misiva leída en territorio español nos referimos a la lucha del pueblo vasco por su soberanía. A pesar de que claramente el texto hacía referencia a la lucha política vasca y no a la militar, las palabras fueron propositivamente ambiguas en lo que se refiere al actuar de su organización ETA.

El objetivo de la ambigüedad fue provocar lo que provocamos de por sí. No ignoramos que pusimos en riesgo el capital moral que los zapatistas hemos conquistado en todo el mundo, en particular en la península ibérica, pero fue necesario... entonces.

Ustedes y nosotros sabemos bien que el EZLN no sólo no ha realizado ni realizará acción militar alguna en contra de civiles. También saben que condenamos ese tipo de ataques, que suelen cobrar el mayor número de víctimas entre personas que ni siquiera saben de qué va el asunto.

No son pocas las víctimas civiles que sus acciones han provocado. Entre ellas se encuentran personas que simpatizaban con nuestra causa y que, como el resto de las víctimas civiles, murieron con la angustia de no saber por qué.

Consideramos justa y legítima la lucha del pueblo vasco por su soberanía, pero esa noble causa, ni ninguna, justifica que se sacrifique la vida de civiles. No sólo no produce ganancia política alguna, y aunque la produjera, el costo humano es impagable. Condenamos las acciones militares que dañan a civiles. Y las condenamos por igual, provengan de ETA o del Estado Español, de Al Qaeda o de George W. Bush, de israelíes o palestinos, o de cualquiera que, bajo nombres o siglas diferentes, aduciendo a no razones de Estado, ideológicas o religiosas, cobre sus víctimas entre niños, mujeres, ancianos y hombres que nada tienen qué ver en el asunto.

Sé también que en la cuenta de muertos y heridos que hace el gobierno español no están incluidos los miles de vascos que han sido ejecutados, torturados y desaparecidos por las fuerzas del Estado. Sin embargo, no les escribo para comparar cuentas de muertos. En eso nosotros superamos a unos y a otros, pues son millones los indígenas mexicanos que, desde la conquista española, han caído. Y a nuestros muertos no los ponemos a competir con nadie.

No, no es para hablar de lo que ha pasado antes que me dirijo a ustedes.

Hace unos días, el juez español Fernando Baltasar Garzón Real me retó a un debate. Yo le he respondido afirmativamente y he puesto como una condición, entre otras, que se realice un encuentro entre todas las fuerzas políticas, sociales y culturales implicadas o interesada en la problemática del País Vasco, para que hablen y escuchen sobre los caminos vascos.

Por lo mismo, a nombre de todos mis compañeros y compañeras, les pido que decreten una tregua unilateral por un período de 177 días, iniciando la madrugada del día 24 de diciembre de 2002. También les pido que públicamente se comprometan a no realizar ningún operativo militar ofensivo durante ese período y contribuyan así a crear un ambiente propicio para dicho encuentro, es decir, para darle una oportunidad a la palabra.

Sería bueno que Euskadi Ta Askatasuna enviara uno o varios delegados a hablar y a escuchar, no a negociar o a pactar nada, el encuentro El País Vasco: caminos. Sé que correrían riesgos, pero si están dispuestos a morir o a ser tomados presos en las acciones militares que realizan, no veo por qué no estarían dispuestos a sufrir lo mismo en una acción política.

Eso les pido, no que se rindan, no que abandonen las armas o sus convicciones. Sólo les pido que le den una oportunidad a la palabra y honren así el gran riesgo que los zapatistas hubimos y habremos de correr. En caso de que no acepten, me ofrezco personalmente como víctima propicia en su próximo ataque. Ustedes podrán acusarme de "colaboracionista" con el Estado español (lo que no dejará de ser paradójico, pues las autoridades españolas me acusan de ser "apologista del terrorismo"). El argumento será lo de menos. No habrá reproches ni represalias de parte nuestra, pues al menos yo sí sabré por qué muero. Espero su respuesta.

Ladies and gentlemen:

I write to you in the name of the children, elders, women and men of the Zapatista Army of National Liberation of Mexico.

As you may know, a few days ago, in a letter read in Spain we referred to the struggle of the Basque people for their sovereignty. In spite of the fact that clearly the text was referring to the Basque political struggle and not to armed conflict, the words were construed as ambiguous regarding the action of your organization, ETA.

The aim of the ambiguity was to provoke what we might provoke. We do not ignore that we put at risk the moral capital that we zapatistas have conquered in the whole world, especially in the Iberian peninsula, but it was necessary ... then.

You and we know well that the EZLN not only has not realized, but will not ever realize any military action against civilians. You also know that we condemn these type of assaults, which are in the habit of counting the majority of victims among persons who do not even know the reasons for them.

Your actions have produced not a few civilian victims. Among them are found persons who sympathize with our cause and who, like the rest of the civilian victims, died with the distress of not knowing why.

We consider just and legitimate the struggle of the Basque people for their sovereignty, but neither this noble cause, nor any, justifies the sacrifice of the lives of civilians. Not only does it not any produce political profit, even if it did, the human cost is unpayable. We condemn the military actions that injure civilians. And we condemn them equally, whether they come from ETA or from the Spanish State, from Al Qaeda or from George W. Bush, from Israelis or Palestinians, or from anyone that, under different names or initials, adducing neither reasons of State, ideological or religious causes, which counts among its victims children, women, elders and men that have nothing to do with what's at issue.

I know also that in counting the dead and injured that the Spanish government does not include the thousands of Basques who have been executed, tortured and eliminated by the forces of the State. Nevertheless, I do not write to you to compare body counts. In this we outdo you both, since there are are millions of Mexican indigenous who, from the Spanish conquest, have fallen. And we do not count our dead to compete with anybody. Not, it is not to speak about what has passed that I address myself to you.

A few days ago, the Royal Spanish judge Fernando Baltasar Garzón challenged me to a debate. I have answered him affirmativly and have put as a condition, among others, a meeting is realized between all the political, social and cultural forces implicated or interested in the problematics of the Basque Country, in order that they might speak and listen on ways forward for the Basque nation.

For the same reason, addressed to all my compañeros and compañeras, I ask you to decree a unilateral truce for a period of 177 days, beginning on the dawn of December 24, 2002. Also I ask you should publicly undertake not to carry out any offensive military operations during this period to help to create a propitious environment for the above mentioned meeting, that is to say, to give an opportunity to the word.

It would be good if Euskadi Ta Askatasuna sent one or several delegates to speak and to listen, not to negotiate or to agree to anything, the encuentro Ways Forward for the Basque Nation. I know that you would take risks, but if you are prepared to die in battle or as prisoners in the military actions that you realize, I do not see why you would not be prepared to suffer the same thing in a political action.

I ask you, not to give yourselves up, nor to surrender your weapons or your convictions. I only ask you to give an opportunity to the word and to honor in this way the great risk that the zapatistas have taken and will run. In case you do not agree, I offer myself personally as a casualty in your next close assault. You will then be able to accuse me of "collaboration" with the Spanish State (which would be paradoxical, since the Spanish authorities accuse me of being an "apologist of terrorism"). There will be less argument, at least. There will be neither reproaches nor reprisals on our part, since at least I will know why I die. I wait for your response.
