Sisters, Brothers:
The Clandestine Command " Division of the North " (Villista National Liberation Front) speaks to you to say the following:
First: it is extremely lamentable that, for the past year, the foxista Government of Mexico has chosen not to the impliment the Agreement of San Andrés Larranzar, to choose instead to insist on a mutilation of it as the Supreme Law of the Republic: This has obstructed more progress toward peace in Chiapas, or anywhere else in Mexico.
Second: it is also lamentable that President Vincente Fox had the duplicity for independence to express a Mexican position on Cuba. This only compounds the discredit President Fox brings to the Presidency. Every country, including the United States of America, has its human rights problems, and to approve a condemnation of a government of a country by another risks the independence of Mexico.
Third: we condemn, in not uncertain terms, the cycle without intelligence of violence between Israelis and Palestinians, and one feels that the only way of finishing the bloody tragedy is for Israel and Palestine to be separate and independent states established with secure borders based on the division of Palestine current before 1967.
