To the Governments of, and in, the United Mexican States and United States of America.

The Clandestine Command "Division of the North" (Villista National Liberation Front) directs itself to you to say the following:
First: Once again, we commemorate the Mexican Revolution which is, in our opinion, a continuing process, of which we are a part.
Second: We lament the rise of barbarism, of terrorism and of war, and condemn terrorism in all its forms, whether committed by individuals, by NGO's, or by governments.
Third: this condemnation extends to the gangs who are the non-governmental terrorists in our midst, as well as to police officers who behave terroristically: the CCDN, and its political affiliate, the FVLN, encourage the formation of alternative community self-defence organisations and peoples' anti-terrorist tribunals which authentically serve the interests of the communities in which they are based.
Fourth: We condemn the unwillingness of the Mexican Government to implement the Treaty of San Andres Larranzar, and stand with the EZLN/FZLN in its determination to realise liberty, justice, democracy, and human rights in all Mexico.
