Clandestine Command "Division of the North" 

(Villista National Liberation Front).

Demands upon the Government of the Mexican Republic:

The Mexican Government must adhere to the Zapatista demands: that is to say, compliance with the Accord of San Andres Larranzar, release of all political prisoners; and withdrawal of the military and paramilitaries from the conflict zone.

The Mexican Government must assist the people in ending attacks by paramilitaries against the Mexican people in areas under its control, as in Chiapas, the Sierra Tarahumara/Tepehuan, etc. and must under no circumstances assist such paramilitaries.

Article 27 of the Mexican Constitution must be restored to its original form, which is the legacy of the Mexican Revolution to the Mexican people. The Mexican Constitution must conform to the Universal Declaration of Human Rights, International Covenants of Human Rights, and Pan-American Convention of Human Rights.

Any further accession of the Mexican Government to the North American Free Trade Agreement and General Agreement on Tariffs and Trade must be made conditional upon satisfaction of the above conditions.

Demands upon the Government of the United States of America:

The United States Government, and the governments under its jurisdiction, must grant non-political trials to political prisoners, and release all those political prisoners who aren’t brought to trial. This includes, but is not limited to, Mumia Abu-Jamal, Leonard Peltier, Rob “Ruckus” Middaugh, Sherman Austin, and ALL persons detained without trial after 9/11/2001, including ALL detainees at Guantanamo Bay, Cuba and elsewhere.

All repressive legislation passed after 9/11/2001, including the “USA PATRIOT Law,” must be repealed immediately; all efforts to enact further repressive legislation, such as the “Domestic Security Enhancement Proposal,” must be abandoned.

The Department of Homeland Security must be dismantled, and its functions transferred to the Justice Department, in order that the Attorney General of the United States can ensure that its functions conform to the Constitution and laws of the United States.

The United States Government must immediately cease its wars of aggression, and must end its military occupation of Afghanistan, Iraq, Guantanamo Bay, Cuba, and anywhere else its presence is unwelcome.

The United States Government must immediately cease its assistance to repressive governments, such as those of Mexico, Colombia, Israel, Britain, Spain, Russia, Pakistan, Saudi Arabia, Egypt, etc.

The United States Government must meet its obligations under international treaties and covenants, such as the Universal Declaration of Human Rights, International Covenants of Human Rights, Pan-American Convention of Human Rights, Global Warming Treaty, Anti-Ballistic Missile Treaty, Convention Against Torture, etc.

The United States Government must grant the indigenous nations in its territory the right to national self-determination, and must grant the people of the former Mexican territories the right of self-determination of their future political association with the United States of America or the Mexican United States.

The United States Government must demilitarise the border between the present and former territories of Mexico, and must assist the people in ending attacks by paramilitaries against them in areas under its control, as in Big Mountain, the border between the present and former territories of Mexico, etc. and under no circumstances must assist such paramilitaries.

The United States Constitution must conform to the Universal Declaration of Human Rights, International Covenants of Human Rights, and Pan-American Convention of Human Rights.

Any further accession of the United States Government to the North American Free Trade Agreement or General Agreement on Tariffs and Trade must be made conditional upon satisfaction of the above conditions.
