RULES OF RACING
permits to train, registered Owner-Trainers, Jockeys, Apprentice Jockeys, Stablemen or persons employed in or about the management, training, riding or care of horses registered under these Rules) until it is registered in accordance with these Rules. Every person who enters or starts an unregistered horse for any race in breach of this Rule commits a breach of these Rules.
(3)   The provisions of sub-Rule (2) of this Rule shall not apply to any entry of an unnamed yearling or two-year-old horse for a race if such entry is made more than two months before the official date for the closing of nominations for the meeting at which such race is to be run provided, however, that such entry shall lapse and be of no effect if the horse is not registered in accordance with the provisions of sub-Rule (2) hereof at the time of the closing of nominations for the meeting at which such race is to be run.
(4)   No horse born after the 1st day of August 1980 shall be eligible for registration under these Rules unless it has been accepted for inclusion:
(a)  as a foal in the New Zealand Stud Book or in the Stud Book of an overseas Turf Authority recognised by Thoroughbred Racing; or
(b)  in the Register of Non Stud Book Mares as the produce of a sire and dam each registered under these Rules.
(5)  No horse born on or before the 1st day of August 1980 shall be eligible for registration under these Rules unless it is the produce of a sire and/or dam which had before the 1 st day of August 1980 been registered under these Rules or the Rules of an overseas Turf Authority recognised by Thoroughbred Racing.
(6)   No horse shall be eligible for registration under these Rules unless it is begotten by natural service of the mare which gave birth to such horse.
405 (1)   Every person desiring to register a horse shall make written application in the prescribed form to the Chief Executive.
(2)   Every such application shall be accompanied by the fee prescribed from time to time by the Board which shall have power to prescribe a lower fee in the case of a horse registered on any date prior to the 31st day of May in the year during which it is aged one year and shall contain the following particulars:
(a)  the proposed name of the horse;
(b)  the age of the horse (including, where known, the actual date on which it was foaled);
(c)   the colour, sex and distinguishing marks and brands of the horse;
(d)  the names of the sire and dam of the horse, if known, and if the dam was covered by more than one stallion, the names (in order of covering) of all such stallions;
(e)  the name of the Breeder, if known;
(f)   such other particulars as may be provided for in the form of application.
(3)  The prescribed fee may, in respect of every such application which is received by the Chief Executive on or after the 1st day of August 1995, include a special levy of $10.00 (inclusive of Goods and Services Tax). If such a levy is so included it shall be deducted by such Chief Executive and paid to the New Zealand Racehorse Owners' Federation (Inc) for the purpose of assisting the funding of the Federation. The Board may, in its discretion and at any time and without assigning any reason therefor, reduce the prescribed fee by the amount of the special levy and in such event such amount shall not thereafter be paid to the Federation.
(4)   On receiving any such application, the Chief Executive shall, if the Board so directs, return the same for verification by Statutory Declaration by the Owner, Breeder or Trainer of the horse and for such other particulars or information concerning the horse as the Board may require.
406 (1)   No horse shall be registered except with the approval of the Board.
(2)  The Board may in its absolute discretion disallow any name and shall not, except pursuant to a resolution of the Board in that behalf, approve for registration any name:
(a)   by which any other horse was previously registered under these Rules until a period of 15 years has elapsed from the date on which such other horse was foaled;
(b)  which has previously been registered for a mare whose name has appeared in a published volume of the New Zealand Stud Book until a period of 12 years has elapsed from the year of publication of the last such volume in which any part of such mare's breeding history appeared;
(c)   which has previously been registered for a stallion whose name has appeared in the list of stallions at stud in a published volume of the New Zealand Stud Book until a period of 25 years has elapsed from the year of publication of the last such volume in which such stallion's name appeared in such list;
