How To Qualify For and
Obtain Your HF Certificate
           Submit Procedure and Rules for Certificate

The current certificate offering is for Technician Class amateurs who on 2/22/07 did not have HF priviliges and on 2/23/07 acquired HF priviliges due to FCC rule changes AND are able to contact W1ORS on or near 28.390 Mhz (10 meters) beginning Friday February 23, 2007 through the end of March 2007. Additional qualifying factors may apply which are detailed below. The W1ORS operating schedule that is indicated below is somewhat limited. We may be able to operate at additional times based upon the volume of requests. It is to everyone's advantage to make use of 28.390 SSB and 146.550 FM frequently. Just listening can become very useful and informative. After completing a valid contact with us, you may proceed to request your certificate. Use e-mail for all these transactions.

Include in the original e-mail to us your call, name, your contact location, date, time and frequency. Include also the call and name of whose equipment you are using since there is space on the certificate to honor those that assist. We require also in the e-mail a statement in your own words that you were the holder of a valid FCC Techncian Class license during the time of the contact and that you did not possess HF operating priviliges on February 22, 2007.
Upon receipt, we will attempt to verify your submitted data against our logs and other information. After successful processing of the information, we will create your own personal certificate which we will e-mail to you to handle as you wish. This is a
.jpg image that we will also save and possibly have available as a click-on thumbnail on one of our web pages. It is an impressive, unique and limited offering that we are providing. We will not be printing out or snail mailing these certificates.
Concerning QSL cards, we don't believe it is as much of an issue with this certificate operation on 10 meter SSB as with our 2 meter and other operations. In either case the procedure is the same. Indicate to us at the time of contact that you may want one, and we will set aside the data for filling one out. You may either come pick it up, send somebody for it, or an SASE. Please give us fair and adequate warning for a pickup situation. All of these procedures and specifics may appear to be extreme. This is fairly normal on HF. We are an organization sponsoring an event and we get to set some rules.
We are here to promote local activity on 146.550 FM simplex and 28.390 SSB. Ten meters is currently dead. However, local 10 meters does not depend on sunspots. E-layer should reappear in May. Ten meters can be just a beginning for those new to HF. We hope many will look into the many other areas available in HF and take advantage of the higher license classes.
There appears to be much confusion and misinformation floating around concerning the new FCC rules. We will set some things straight in terms of our own 10 meter certificate offering.
You must be FCC licensed, without code, Technician Class Radio Amateur with a valid license to qualify for this certificate. Extra, Advanced, General, Tech+ or Technician with code Do Not Qualify. You are encouraged to assist the above with their effort. Coordination via 2 meters is sometimes helpful.
All licensees are expected to abide by the FCC rules, including carrying a copy of their valid license on their person when operating a transmitter. We may ask about what is written on that license.
Arrangements through links, EchoLink, repeater links, remote bases, crossbanding and/or whatever will not be acceptable for this certificate. We want to hear real people on real radios at W1ORS on or about 28.390 Mhz. A valid contact consists of the exchange of meaningful information both ways on this frequency. Priority will be given to qualifying Technician licensees.
