CENTRAL TEXAS EMERGENCY NET CONSTITUTION AND BY-LAWS THE CENTRAL TEXAS EMERGENCY NET WAS ORGANIZED MAY 1956, FOR THE PURPOSE OF FURNISHING EMERGENCY COMMUNICATIONS ON AN ORGANIZED BASIS FOR ALL CENTRAL TEXAS AND TO COOPERATE WITH CIVIL DEFENSE AND OTHER EMERGENCY NETS. IT IS DEDICATED TO PUBLIC SERVICE AND ASSISTANCE TO ANY AND ALL WHERE EMERGENCY COMMUNICATIONS MAY BE NEEDED. BY- LAWS A. OBJECT AND PURPOSE:

1. To be prepared to furnish efficient emergency communication via amateur radio.

2. To help its members enjoy good fellowship and understanding.

3. To develop efficient traffic handling by its members.

4. To encourage and promote good operational techniques among its members.

B. ORGANIZATION:

1. There shall be a Net Control Station who shall serve a term of six {6} months. An assistance Net Control Station shall be elected by a majority vote of the entire Net. And shall automatically take office as Net Control Station after serving six {6} months as assistant. Elections shall be held the last Sunday in April and October, and Net Control Stations shall take office on the first Sunday of May and November.

2. There shall be an Executive Committee composed of all Officers of the Net.

3. There shall be a Net Bulletin Station to be appointed by the Net Manager.

4. {Amendment No.1, Sec. B, Paragraph 4, as amended November 3, 1974} The Net Manager will be an elected officer and shall be elected by a majority vote of the entire Net through the following procedures. On the first Sunday of November nominations shall be made for an Assistant Net Manager, and elected. On the second Sunday of November the present Assistant Net Manager shall take the office of Net Manager. This procedure shall be followed each year in the future.

5. The Secretary-Treasurer of the Net shall be elected by a majority vote of the entire net on the second Sunday of November for a term of one year.

6. A new area or section may be added with the approval of the Executive Committee. Amended Oc. 31, 1982

C. MEMBERSHIP

1. Any licensed amateur shall be eligible.

2. No dues or assessments shall be required for membership.

3. Each member shall furnish the manager such personal and station data as may be required.

4. Each member is encouraged to become a member of ARRL, a branch of MARs, and the ARPSC

5. Regular attendance shall be required of each member to remain on the active list. Four consecutive unexcused absences shall place a member on the inactive list. He may request excused absences in advance to remain on the active roll.

6. A member shall report in personally to be counted present.

7. A member becomes active upon requesting active status and reporting into the Net.

D. DUTIES OF OFFICERS:

1. The NCS shall preside and direct all functions of the net.

2. The ANCS shall act in the absence of and at the request of the NCS.

3. The manager shall act as ARRL liaison oficer and help the Net at anytime with its problems. He shall see that the Net is registered with the ARRL . He shall try to furnish each member with a Net Certificate.

4. The Secretary-Treasurer shall keep a resord of the number present and absent and minutes of all business sessions. He/she shall be able to account for monies received and expended and furnish same to his/her successor.

5. The Executive Committee shall decide Net Policy not covered by the By-Laws.

E. AMENDMENTS:

1. No amendments shall be made or voted upon until it has been read to the Net for at least two

{2} successive meetings.

2. Amendments must have a two-thirds { 2/3} majority vote of the net.

F. OPERATION:

1. Regular meetings 0800 - 0900 CST., Sunday 3.910 Mhz.

2. Emergency--------
a. Any member may call his area into session when an Emergency arises.
b. All emergency and traffic communication shall be on 3.910 Mhz.
c. No welfare traffic shall be handled on the above frequency for at least six

{6} hours after an emergency if necessary and only then if NCS decides it will not hinder or retard the emergency operation in any way.

d. 3.995 Mhz shall be considered as an alternate frequency for handling traffic if it does not interfere on 3.910 Mhz.
e. It shall be the policy of the Net during an emergency that only those members who can actually help should check in and not to NCS, for particulars. All Net members should realize that curiosity HAS NO place in an emergency and that listening for a few minutes will fill in all the details.

f. Each locality shall work out its own emergency procedures of operations as to details.

g. By-Laws shall govern the Net from the time of their adoption-
