Owners Duties
Have fun!!!! This league is for fun, so please do not take anything that happens to heart. Be friendly to all the other owners, no matter how bad their trade offers might be. Owners are encouraged to be active, which means, trade talks, sending in lines, posting on the message board, making websites/articles etc etc etc..... Players & Coaches All player ratings will be based on the player's WHA performance. They will be re-rated every off-season. Players can play other positions than they are listed at, but they will not play to their full potential when they play out of position. Players ages will be updated at the end of each season BEFORE the free agent signing period begins. Since the sim decides a players re-rate than it only makes sense that it also decides on retirments. Therefore, thats what will happen. Th commish will void a retirment if that player currently has a contract in place. The retirees will be pasted at the end of each season. Coaches salaries vary from coach to coach, and once he's hired it is unitl an owner fires him. Coaches will change as well, and a coach will effect the way your team will play. So hire wisely! Entry Draft The entry draft will occur each off-season. Each team will have 5 picks. All players that are eligible for the next NHL entry draft will be eligible for the AHA Entry Draft. Draft order will be determined by final WHA regular season standings., except for the following exceptions: 1) The World Cup Winner automatically get the last seed in the draft. 2) Non-playoff teams (plus expansion teams if applicable) will be entered into a draft lottery. You will have to do REAL scouting for the draftees just like a real NHL club The Head of Centreal Scouting is responisble for rankingthe up coming prospects, but his rankings may not be the same as the commish's. So dont draft based on rankings, but based on who you see as the best player available Prospects Prospects are players whose rights are owned by a team, but are not signed to a contract. Prospects cost the team $1,500 per player to be kept on the prospect list. A team can sign a prospect at ANY TIME. Contracts will be 3 years in length and the $ amount will be based on where the player was taken in the draft and what his chances are of making the NHL. Prospects who have not had any NHL experience and signed to a contract will be rated lower than prospects who have. The overall rating range for all entry draft picks will be anywhere between 55 and 74.The exception to this are goalies (since they are hard to develop). The max for them will be 75ov, but only under exceptional circumsatnces. Trades and Transactions Any player who is 25 years old or older, and has played at least 25 games in the WHA will be placed on waivers if a team sends him down to the farm team. Players who are 18-24 years old or haven't played more than 25 games in the WHA can be freely sent to the farm club. Once a player is placed on the waiver wire, any team may claim him for 48 hours. If two or more teams claim a player, the team who is the highest in the waivers list will get the player. If a team claims a player, he must be put on the pro roster, otherwise he will be placed on waivers again. If a player is not claimed in 48 hours, he will go to the farm team. After the regular season is over, a team may send any player to the minor leagues without having to go through the waiver process. Waiver priority is determined by winning percentage at the conclusion of the 48 hour claim period. The team with the lowest current winning percentage receives #1 priority in making waiver claims. An owner can trade players, draft picks and money. Both teams must confirm all trades. A trade will not occur until this happens. The trading deadline is 80% through the season and trading will resume after the playoffs are over. Although both owners must confirm trades to me, I will not stand for owners making deals and then backing out of them. If an owner practices this behavior, it will be grounds for immediate dismissal. If a trade looks really un-even, it will be investigated by the commissioner Finances There is a soft salary cap of $15 000 000. The only players not included in that cap are injured players on your pro roster. Also, team must remain profitable at all time. If a teams projected balance falls below $0 than thatteams highest rated skater will be suspended until they're finaces are back in order. If this proves to be a huge problem with a GM, he will be fired.Salaries are shown on the player vitals page, as well as the length of their contracts. A player on the pro team will receive his full contract amount. A player on the farm team will receive 10% of his salary. When a player is called up to the pro league, you must pay him his full salary. Prospects do not have salaries, but do cost the team $1,500 per prospect. This is for the junior club to take care of your player. The league minimum is $150,000 per year. If a player is released, the team must pay him 80% of his existing contract. Each team will be given $15 000 000 to start off the 1st season. The way to gain revenue is to sell tickets in which each GM can set their own at the beginning of each season. Attendance will be bsed on winning percentage nad the amouint of star players a team has. Free Agency There are 2 differnt kinds of Free Agents, Un-restricted Free Agents (UFA), Restricted Free Agents (RFA). Any player 30 years of age or over at the end of their contract are considered UFAs and can sign with who ever the player agent see's fit. Any player under 30 years of age are considered RFAs that the experation of their contracts. If the player choses to sign with a different team than the team that owns the player's rights can match the contract that was sign, or take compansaion. The compansaion will varie based on the contract sign: $500 000-Below- 3rd rd pick, $1 000 000 $500 001-$1 000 000- 1st rd pick, $3 000 000 $1 000 001-$2 000 000- 1st rd, 2nd rd pick, $5 000 000 $2 000 001-$3 000 000- 1st rd pick, two 2nd rd picks, 3rd rd pick, $ 7 000 000 $3 000 001-$4 000 000- two 1st rd picks, two 2nd rd picks, two 3rd rd picks, $7 500 000 $4 000 001-$5 000 000- two 1st rd pciks, three 2nd rd picks, three 3rd rd pciks, $10 000 000 $5 000 001-Above- three 1st rd picks, three 2nd picks, three 3rd rd picks, $15 000 000 All compinsation picks must be with in 3 draft years of the most recent draft. If a team signs a player WITHOUT the correct compinsation available, the contract will be void, the team with the existing rights DOES NOT have to match and can continue negotiations, and the offending team will be fined their most recent 2nd round pick. That 2nd round pcik will than be placed on the block and be given to the highest bidder. Teams also have the chance to pre-sign their upcoming Free Agents (any player with 1 year left on thier contract) starting at the end of the trade deadline and the begining of the open market. RFAs are not subject to contract bonuse, yet UFAs are. A GM can only offer No Trade Clauses and performances. A GM can NOT offer ice time bonuses.Scoring System This league uses the Swedish Scoring system to decide the standings and seeds for playoffs. This is doen to make thisleague a little more unique than other. The point values are shown below: Win= 3 points Loss= 0 points Tie= 1 point OT Win= 2 points OT Loss= 1 point The Board of Governers There are 4 members of the WHA Board of Governers. Ed Swan, Andrew (Bastard) Bradley, Jon Hilowitz, Mike (Oso) Oserloh are there positions are as follows: Ed Swan- Comissioner (Reasponable for the league as a whole and has final say in every matter) Andy Bradley- Head of Centreal Scouting (In Charge of ranking prospects and writing scouting reports) Jon Hilowtiz- Player Agent (Signs all player contracts during FA period, takes care of the league finacial matters) Mike Oserloh- Assitant Comish (When I'm gone, the league is his to run.) Endorsments Endorsments are a way for teams to gather income for the team. The way it works is for a team to sign up for an Edorsmenr which will cost X smount of money. Each Endorsment has a goal for a team to reach in the league and if it is reached, the team gets the specified pay out, if not, they are out of luck. See the Endorsments page for more info. Rivalries Rivalries is another way for a Gm to gain income for their team. This is a wager between GMs for certain head to head match ups throw our the season. For Example: Dijon bets New York $1,000,000 on their season series. Dijon takes the season series 3-2 and recieves $1,000,000 from New Yorks bank. Traingin Camps: Traingin camps are a way to build prospects to get them ready for pro compatition faster. A Gm sends players to camp for a set amlount of days. While attending camp, the player is rendered unavailable to the team. Upon returning to from camp, the players attributes will jump anywhere from 1-3 points via roll of the dice. Each camp affects a different attirbute. Each camp also cost more money as different camps are more valuble than others. See the Traning Camp Page for more info. Awards Awards will be given out at the end of each season. To the winner of each award cash wil be given to the team in which he belongs. Different awards carry different cash values: Stanley Cup- $2mil Conference Title- $1.75mil MVPs- $1.5mil Race Titles- $1.25mil All others- $1mil These awards will be voted on by GMs, unless they are Race awards (ie, most goals, most points most assits etc etc etc). Ticket Prices and Arenas Ticket Prices have to set between $20-$70 and can be changed at any time by the GM upon request. Each arena has a certain amouint of seats and a GM can add or subtract seats at a cost of $1500 per seat. A Gm can also change the name of their Arena at anytime. No Trade Clause No Trade clause CAN be waived by the Player Agent, but there are certain restrictions. This will go down in phases. Phase One- The Pre-season: A player can waive his NTC in the pre-season if the GM pays the player either the remaining money owed on his ENTRIE contract . (500kx4=2mil) OR 1mil (which ever is more). The player can go to any team in this phase. Phase Two- Trade Dealine: A player can waive his NTC with in one week of the WHA trade deadline. The player will waive it for a 1mil fee, but the player has to go to a team a head of the current team in the standings, and that team has to be in the playoffs |
