MALUKU
General Situation
Soldiers last Friday (30 Nov.) arrested three people who were found to be carrying 9
kgs of explosives. One of them was a TNI soldier, and the other two claimed to be
civilians from Gorontalo, North Sulawesi.
Three people were shot dead in Kulur, a Muslim village on Saparua Island.
Two people were shot in Manari village on Haruku Island. Some of the attackers were
said to be wearing TNI uniforms.
There are rumours that about 150 Laskar Jihad fighters were scheduled to land in
Wamala village and attack Leksula town, South Buru sub-district. Women and
children have moved to safer grounds in the mountains and to Ambon. The TNI has
deployed an additional 60 personnel to Leksula.
Assessments
AcF has continued their monitoring survey on their seeds and tools distribution. They
plan to send an assessment team next week to Waimulang.
An IMC doctor went to Waimulang to do a rapid assessment of needs. He expressed
concern about inadequate shelter, lack of medical care and malnutrition.
Food Security and Agriculture
AcF completed its general food distribution programme for 16,622 beneficiaries in
Amahai sub-district in Central Seram and 48,387 beneficiaries in Ambon Island. There
were 9 rounds of general food distribution in Central Seram, and 17 rounds on Ambon
Island.
Health
An outbreak of dysentery is affecting several areas in Maluku. MSF-B reported several
cases in Rimba Raya camp in Passo, Ambon Island. The two IMC doctors who are
now working in the Wamsisi and Leksula primary health centres (Puskesmas) in
South Buru also reported dysentery in several villages in the area. One child died of
severe dehydration.
MSF-B surgical training will start on 10 December. The training will be on basic
emergency surgery, sterilisation, and triage. Simulation will be held at the Al Fatah
hospital and Haullussy General Hospital.
Water and Sanitation
MSF-B will install new water pumps in two IDP camps in Tulahu village.
A UNICEF consultant on water and sanitation is in Ambon to explore schemes and
find local partners. He is also following up on the handover of the garbage trucks to
the Ambon city administration.
Mercy Corps sent staff to West Seram to monitor water and sanitation projects.
Shelter and Non-Food Items
Mercy Corps went to North Buru to look into its shelter projects for returnees, which
are being implemented by four local NGOs in the area.
Other
CARDI (Consortium for Assistance to Refugees and Displaced in Indonesia) arrived in
Ambon this week to start their operations in Maluku. They plan to carry out micro
grants and informal education programmes.
WHO conducted another workshop on "Health as a Bridge for Peace" for middle and
low-level public health workers from Maluku.
UNICEF, in partnership with Pattimura University, conducted a seminar on
peace-building.
NORTH MALUKU
Population Movements
According to Koran Ternate newspaper, 200 Christian families displaced from North
Maluku to North Sulawesi chose not to return and transmigrated to Modoinding and
Pandu villages, in North Sulawesi. The Vice Governor of North Sulawesi, Freddie
Sualang, said there were still some 17,000 IDPs in the province. Those from
Halmahera will be assisted to return gradually and those from Tidore and Ternate
towns will be assisted to return home after Muslims displaced from Halmahera vacate
their houses, which they are occupying.
As of 30 November, Satkorlak (Provincial Coordinating Body for Disaster Management
and IDPs/Refugees) reported that the total number of returnees stood at 46,034
people (9,611 families). The total number of IDPs is currently 164,971 people.
Assessments
An ICRC mission is assessing health needs and distributing family kits and hygiene
kits to vulnerable people in Weda sub-district in Central Halmahera district.
A Cord Aid consultant is visiting Ternate and North Maluku district for discussion with
local NGOs to find ways of supporting recovery and rehabilitation activities among
returnee and resident communities. Cord Aid is an NGO that supports local NGO
initiatives in community rehabilitation and income generation.
Ms. Caroline Smit of the Royal Netherlands Embassy is visiting Ternate, Tobelo,
Galela and other returnee areas in North Maluku from 7-13 December.
Food Security and Agriculture
Following a food security assessment in Sahu and Ibu sub-districts two weeks ago,
AcF plans to distribute 4,000 packages of seeds and tools for returnees in the area.
Health
MDM carried out health consultations and distributed drugs to primary health centres
and units in Sahu, Jailolo and Ibu sub-districts. In Todowongi village (Jailolo
sub-district) a high incidence of malaria was found. The organisation is intensifying
malaria preventive measures, which include the distribution of mosquito nets. MDM
also carried out training for 9 midwives/nurses, 10 traditional birth attendants and 18
cadres from Ibu, Sahu and Jailolo sub-districts. Training materials, including books,
were distributed to the health centres and units.
IMC doctors and health staff operating in primary health centres and units in Kao
sub-district reported rising cases of malaria and dysentery. In Galela, Tobelo
sub-district, Bere-Bere in North Morotai sub-district, and Daruba and Posiposi Rao in
South Morotai sub-district, common health complaints included mild gastritis, skin
infections and respiratory tract infection.
Water and Sanitation
WVI distributed building materials in 4 villages of Tobelo and Galela for the
construction of MCK (combined bathing, latrine, and washing facility) for the
community. The organisation supported the cleaning and rehabilitation of 14 wells by
the community in Ngidiho village of Galela sub-district.
MDM supported the rehabilitation of MCK units in Gamkonora, Bobaneigo, and
Tomares villages of Ibu sub-district.
Shelter and Non-food Items
WVI distributed 108 roofing kit packages in villages of Togoliua, Beringin Jaya and
Malifut of Kao sub-district and supported the construction of a traditional market in
Dukulamo village in Tobelo sub-district.
As a follow up to a needs assessment by AcF in several villages of Loloda sub-district
several weeks ago, building material packages (approximately 900 tons) for 209
houses were distributed to beneficiaries in 3 villages.
Economic Recovery and Infrastructure
CARDI is processing projects aimed at community recovery in Jailolo, Bacan and
Weda sub-districts.
A team from the UNDP Conflict Resolution and Community Recovery programme
examined locations for possible support to the community while visiting Tobelo and
Galela. The team held meetings with community leaders, government officials and
local NGOs in the area. In Ternate, contacts were made with various government
offices to establish a basis for cooperation.
CENTRAL SULAWESI
General Situation
North Lore sub-district and Tentena town are reported to be the main destinations of
the Christians fleeing the villages that were attacked last week. Preliminary reports
from the field indicate that some 8,500 people have fled to North Lore and 200 families
have gone to Tentena. Many people are reported to be hiding in the woods. According
to some press reports, 11 churches, schools and dozens of houses were burnt during
the violence. Sixteen people including two soldiers were killed and 4 others injured.
The BBC reported, quoting an unnamed police source, that the police is holding 2
Afghans, 2 Pakistanis and 2 Arabs believed to have trained the Muslim fighters
responsible for the recent attack on 7 Christian villages around Tentena.
A high level government delegation led by the Coordinating Minister for Political and
Security Affairs, Susilo Bambang Yudhoyono, visited the city of Palu and Poso
district on Wednesday (5 Dec.) to evaluate the situation and the need to declare a
state of civil emergency in the area. The delegation met with provincial officials and
local Muslim and Christian leaders in Poso City and Tentena. Reports indicate that
the Government is planning to deploy up to 2,600 troops to the area, in addition to
some 1,800 troops already on the ground, to restore law and order in a six-month joint
mission involving the military and police. Some of the troops have reportedly started
arriving on Thursday (6 Dec.).
Food Security
CWS and CARE are assessing the humanitarian needs of the newly displaced IDPs
and are planning the distribution of rice, beans, and some non-food items. CWS will
start distributing 90 MT of rice from WFP next week.
