| HRM building ban angers developers Last Updated: Jan 23 2004 09:29 AM AST HALIFAX - Housing developers in the Halifax region are protesting a three-month moratorium on new residential construction. "This is an attempt to defer people's rights," says Darrell Dixon, with the Urban Development Institute, a group representing about 50 developers. "There's no way around it – people are going to be the losers." Regional councillors placed the construction ban on all areas of the Halifax Regional Municipality expect the rural Eastern Shore. They want to bring in a new regional plan without developers pushing their applications through. Municipal officials worry developers will undermine the planning process. ?
