1. PLAYER ELIGIBILITY: for 5th and 6th grade Boys and Girls. ECC consists of three boys divisions (A,B,C) and two girls divisions (A,B). See below on how to divide you teams.
All students, sixth grade or under, currently enrolled in their respective schools will be eligible. No seventh grade students will be allowed to play. No home schoolers will be allowed to play unless they are participants on a home school team. Home school Players cannot be 13 or older on September 1, of the upcoming season. Home school Players can only play 3 years of ECC elementary basketball. A school team could add a home school player, with the permission of the commissioner, if that one home schooler is needed to finish out the season and will be the 5th or 6th player on the school team. 3rd and 4th graders can be added to a roster to increase a team's numbers. No all 4th grade teams.
2. Team Rosters: Rosters must be completed and received by the Conference Commissioner by November 20th. Medical Waivers are due by December 15th. There will be a $15.00 late fee per team if any of the rosters or medical waivers are late. New second semester students may be added to the team's roster upon approval of the conference coaches or commissioner.
3. Officials: The cost for each official is left to the discretion of the host school. However, it is incumbent upon the host gym to provide basketball officials that are licensed (completed and passed Referee Test Part I ) with the OSSAA. If in the event that an official and / or officials fail to show, a coach has the right to ask for a reschedule of that game rather than play without a full compliment of officials. However, if the opposing coach agrees to play the game without said license officials, the outcome of that game will be considered official. A. Complaints: Since the home gym's athletic directors hire the referees your complaints about the officials should go to them first in writing (email is OK). Keep the commissioner informed with a carbon copy of the email.
4. SCOREKEEPERS, TIMEKEEPERS, & GATE WORKERS: The host gym is responsible for having scorekeepers and timers ready for each game. Each team must provide a scorebook person, and they must sit together at the scorers' table. Also, the host gym is responsible for having representatives to take admission. This money will be used to pay for the officials fees, lighting, and heating, and custodial services. Each gym will charge $2 admission for adults and $.50 for students seventh grade and over. Sixth grade and under are admitted free. The league will issue 3 passes per roster for free admission to ball games. These free passes should be handed out to the head coach, assistant coach or cheerleading coach and scorekeeper. Anyone who does not have a pass will be required to pay. NO EXCEPTIONS!!!
5. RULES: A. GAME LENGTH: Games
will be played in four quarters. Each quarter will be five minutes long.
The clock will stop at the sound of the official's whistle. There will
not be any "running time." Half time will be five minutes long.
B. The start of the game and the beginning of overtime periods will
begin with a jump ball. The beginning of the second half and all other
jump ball situations will be handled with alternating possessions.
C. DEFENSE: Zone and man-to-man defense are allowed. There is
not any pressing allowed until the last two minutes of the 2nd and 4th
periods. If the winning team is ahead by 15 points, they cannot press at
anytime. However, the team that is losing by that margin can press, but
only at the two-minute mark of both the second and fourth quarters.
D. TIMEOUTS: Two per half, non-cumulative. No timeouts can be
carried over. During overtime both teams will have one timeout.
E. BALL SIZE: Boys A division will play with the regular size
basketball. The other 3 divisions will play with the intermediate ball (28.5).
F. Coaches will collectively be allowed one technical in a game. If
two technicals have been issued to the coaching bench, the head coach will
be suspended for the rest of the game and the next game (pending review
by the commissioner, and, or, a random committee of coaches). This conference
is primarily for fun and learning in a wholesome Christian environment.
A bad testimony will not be tolerated.
G. Boys will shoot free throws from the regular free throw line. Girls
will shoot free throws from the line 4 feet closer than regulation. It
will be the responsibility of the home gym to mark this line with tape
before each game or home gyms can use an existing volleyball line or dashed
circle line even though that painted line is more than 4' from regulation free
throw line. According to the new 1997 rule. Players may not enter
free throw lane before the ball hits the rim.
H. For the safety of all players, no jewelry will be worn; this includes
rings, earrings, necklaces, hair ties, etc. Rubber bands are acceptable
hair retainers.
I. The three point shot will be in effect. In the event that the player
is fouled while shooting a three-point shot, he will be awarded three free
throws in accordance with state rules.
6. GAME RESULTS: It is the responsibility of the winning team to report to the conference commissioner the results of the game by Wednesday of the following week. Call Al Cap at 250-3648 and leave a message on the machine. When calling include the day, date, teams who played, girls or boys team, location, and score. For example: Tuesday, the 19th Grace Fellowship vs. Mingo Valley Girls A played at Grace The score is : Grace 23, Mingo 22. Or you can report a score to the http://oocities.com/webmanecc/score.html website.
7. BE ON TIME to all games. Ten minutes after tip-off, the absent team will forfeit the game, unless there is a valid reason for the delay. If a team fails to show without notifying the host gym and opposing team , that school will be responsible for paying the officials ($50.00 maximum) Bring your own basketballs to warm up with.
8. Lane violations will be three seconds in all divisions.
9. Other than the rules specified here, we will play according to those of the National Federation of State High Schools. Please obtain a handbook and know the rules.
10. Any situation not expressly covered in the rules will be handled by a decision of the conference commissioner who may, at his discretion, consult with and seek input from representative group of school officials or coaches.
11. PLAYER PARTICIPATION: Boys A, B, and C DIVISIONS and Girls A & B DIVISIONS
Boys A division : Competitive division of 6th graders. If a school has 20 - 6th graders (give or take a few), then teams must be evenly divided. If a school has 12 -6thgraders (give or take a few) then one team can be stacked and less developed players play on B team. This division would consist of the stronger more competitive teams out to win the "much coveted" ECC City Title.
Boys B division : Developmental division of 6th graders and stronger 5th grade teams. No all 6th grade teams
Boys C division : Very developmental division of 5th graders. No 6th graders can play in this division.
So, the idea is to take some of the "weaker" 6th and 5th grade mixed teams and put them in the "B" division. Then take some of the "weaker" 5th grade teams and place them in the "C" division.
A. The Boys and Girls "A" division is to be viewed as a league for more skilled and experienced players, thereby increasing the competition level. " A " division coaches are strongly urged to give each player at least five minutes of playing time during a game. The actual time frame of play will be at the discretion of the coach. This ruling is not mandatory, but participation by all players is strongly encouraged.
B. The Boys and Girls "B" and Boys "C" divisions are to be viewed as a developmental division with emphasis on learning and instruction for inexperienced and younger players. Scoring and game rules will be maintained ; however, participation is to be stressed above competition. Therefore, "B" and "C" division coaches are required to play each player for at least one, uninterrupted quarter, from beginning to end. If determined that a coach is violating this division rule on mandatory participation, the league commissioner will begin a three step process over the period of one or several game violations. 1) Coach will be assessed a warning. 2: Game in question could be a forfeit. 3) Team in question will not be allowed to play in post season play. The official scorekeeper will mark a single slash through the quarter played in the score book. If a player leaves the quarter before it has ended, another slash will be marked in the book to determine what players played their full quarter and who did not.
C. With the "B" division being developmental and instructional for inexperienced
players, a " B " team roster cannot have more than two sixth-grade
players listed. Girls "B" division can have no more than 2 - 6th graders
on each team.
Boys "C" divisions cannot have a 6th grades unless special
permission is given by commissioner.
D. Boys C division : Very developmental division of 5th graders and some 4th graders, for smaller schools, if necessary to fill out roster . No 6th graders can play in this division. The "C" division is to be viewed as a very developmental division with emphasis on learning and instruction for inexperienced and younger players. Scoring and game rules will be maintained ; however, participation is to be stressed above competition. For Boys C division playing time rules see 11.B.
E. Any exception to these rules of participation in the A, B, and Divisions should be presented to the commissioner for a decision to be rendered. The commissioner may seek the advice of other coaches and ECC officers to help in the decision process.
Coaches please read the Bench Decorum below and comply!!
1. Bench Decorum
A. Coaching Box - With rules permission to increase the size of the optional coaching box, the committee again stresses the importance of the coach to properly conduct him/herself. Coaches must stay within the confines of the optional coaching box and are only permitted to give instructions to players and substitutes. Coaches using the optional coaching box do not have implied permission to roam the sidelines, attempt to influence the decision of an official, or conduct themselves in an unsporting manner. Officials are directed to properly enforce the bench decorum rule.
B. Bench Personnel - Another consideration is bench personnel standing during a live ball. Consistent with Rule 10-4-1g and 10-5-2, bench personnel, including assistant coaches, team members, managers, etc must remain seated unless spontaneously responding to an outstanding play. The rules committee recommends these rules be emphasized and enforced. Coaches must instruct and direct their players that they may not stand during play (e.g., the practice of standing until your team scores is prohibited).
C. Assistant Coaches - are not authorized to go to the scorers' table at any time! A team manager or statistician may obtain information from the scorer's table when the clock is stopped and the ball is dead. The head coach is permitted to go to the scorers' table to request a 60-second time-out to confer with personnel regarding a correctable error, or to prevent or rectify a timing or scoring mistake/error or an alternating possession mistake.
D. Replacement of Players - The head coach is the only person who can replace players when they are directed to leave the game by officials (e.g., a player with 5 personal fouls, a player who is bleeding or the coach has been beckoned onto the floor for an injury). The substitution must be made within the time specified by rule 10-5-1d. During this period, assistant coaches and/or other team members are not authorized to stand.
