Dreamweaver MX is the best web site creator ever made. It can be a bit pricey, but I've found that my pages made with Dreamweaver MX look better and sell more than all my other sites combined !

Frontpage is Microsoft's web site creator. I know a lot of people that will only create pages with Frontpage, and it works great for them. If you are used to the Microsoft interface (like Word or Excel) then Frontpage will be easy for you to learn.
