I, Lawrence Rey Topham, Mayor of Salt Lake City, Utah, and candidate for re-election, do hereby officially protest the filings of each other person for the office of Mayor and for the offices in the City Council in Salt Lake City, Utah, on the grounds that Frank Pignanelli, Ross C. Anderson, and all other persons who attempted to pay their filing fee with a check, failed to make a lawful payment to Salt Lake City, a political subdivision of the State of Utah, in gold and silver coin, and that each check offered is not payable in gold and silver coin, and that each candidate offering such check in lieu of payment in gold and silver coin of the United States, did intentionally attempt to deceive the people of Salt Lake City and to defraud Salt Lake City Corporation out of the amount required by the election Ordinances of Salt Lake City, in order to qualify to be on the official primary election ballot for the October 7, 2003 A.D., primary election for Salt Lake City.
Frank R. Pignanelli, knowingly, made a false payment, by check, to Sonya Skyles on, or about, the 15th day of July, in the year of our Lord, 2003, in the office of the Salt Lake City Recorder, 451 South State Street in Room 415, Salt Lake City, Salt Lake County, State of Utah, United States of America, in violation of the Constitution and Laws of the United States of America, and the Constitution and laws of the State of Utah, thereby falsifying a public account in violation of Utah Code Annotated, 1953, as Amended through 1974, Section 76-8-414 by using a false check in a public office to get an advantage for himself.
Ross C. Anderson, likewise, Knowingly, made a false payment, by check, to Sonya Skyles on, or About, August 1, 2003 A.D., in the office of the Salt Lake City Recorder, 451 South State Street in Room 415, Salt Lake City, Salt Lake County, State of Utah, United States of America, in violation of the Constitution and Laws of the United States of America, and the Constitution and laws of the State of Utah, thereby falsifying a public account in violation of Utah Code Annotated, 1953, as Amended through 1974, Section 76-8-414 by using a false check in a public office to get an advantage for himself.
The "official bonds" for Salt Lake City Council members and for Ross C. Anderson were also obtained by criminal means from The Hartford Insurance Group, a racketeer influenced corrupt organization, dealing in false securities of the United States, false notes, false coins, and fictitious checks and bank credit, used to pay the premiums of 100.00 false dollars for each purported council member and Ross C. Anderson, a total of $1,000, for a false amount of insurance for each person falsely stated to be Ten Thousand Dollars.

In addition to these false bonds and false filing fees not measured in true units of silver persuant to Article 1, Section 9, and Amendment 7, of the Constitution of the United States, and 1 Stat. 246, each unit of silver containing 371 and 4/16 grains of pure silver, the pretended sale of Main Street between South and North Temple Streets for false money is grounds to collect gold and silver coin from The Hartford Insurance Group for fraud and falsifying a public account.
Furthermore, none of the other persons filing for the office of Mayor or council member is a qualified registered voter in Salt Lake County. Only Lawrence Rey Topham has registered to vote with the Salt Lake County Clerk.
