The Welgon Age is the place where all these tales happen. It is kind of a minimalist universe; to start with, it is ridiculously small, so small that its four inhabitants seemingly can't move around without threading on each other's feet (Ultimate Power, The Final Prophecy). It is situated on a cloud (Welcome to the Welgon Age), is indeed "bordered by some foamy cloud strips" (The Final Prophecy) and surrounded by an often clear but sometimes slightly cloudy blue sky (Psycho Worship), which could mean it is some kind of "heaven". Indeed, there are hints that the Welgon Age is Dr. Qworm's afterlife (A Short Work Schedule) - but then there are also hints that it is a world created by cookie (Welcome to the Welgon Age, The Vanishing Point).
The Welgon Age, although small, is not completely empty: there is a hill, a laboratory (or "research center") where Dr. Qworm carries out his experiments, a playground where cookie has fun, a hammock in which Sarkon thinks, a tea room where the characters often meet, and a mysterious building sometimes defined as a castle, sometimes as a parliament, sometimes as a casern and sometimes as a mere hut in which General Kwar rules (The Final Prophecy). The smallness of this world is in stark contrast with the scale of its inhabitants' thoughts: between General Kwar's dreams of ruling the universe, Dr. Qworm's tries at experimenting it, and Sarkon's quest for understanding it, they all "think big", which sometimes makes them look a little ridiculous (Pseudo-Pacifist Propaganda Parables, Big Bang). General Kwar and Dr. Qworm are resentful of this smallness, because it doesn't allow them big enough delusions of grandeur (Pseudo-Pacifist Propaganda Parables, Living on Lies and Logic, The Final Prophecy); Sarkon and cookie, however, accomodate quite well with it, although cookie isn't comfortable with it in one instance (Psycho Worship). Finally, the Welgon Age is limited in time, as it dissolves in the last tale (The Unfinished Religion).
