Westfield Park, Recreation and Parkway District #12
The Park and Recreation District is a state sanctioned legal entity whose operation is governed by section 5780 of the CALIFORNIA PUBLIC RESOURCES CODE.  One of its purposes is to provide Westfield with a local self-governing Board of Directors responsible to the voters.  Some of the District's duties are to provide beautification and recreation (if desired).  The law limits the spending for these purposes.  Code Section 5786 states that a District may:

a)  Organize, promote, conduct and advertise programs of community recreation, including, but not limited to, parks and open space, parking, transportation, and other related services that improve the community's quality of life.
b)  Establish systems of recreation and recreation facilities, including, but not limited to, parks and open space.
c)  Acquire, construct, improve, maintain, and operate recreation facilities, including, but not limited to, parks and open space, both inside and beyond the district's boundaries.

Park District Directors, of which there are five, are elected or appointed for a four-year term at the time of general elections.  Two members are chosen at every other general election, and three members at the intervening elections.

It is indicative of Westfield's atmosphere that, traditionally, Directors have served the community without financial compensation.  All residents are welcome and urged to attend Park District meetings.  Time and place of meetings are announced monthly on the Westfield community sign at the lower junction of Westvale and Eastvale Roads.  The meetings normally are held on the third Thursday of the month at 7:00 p.m. at the RHE George F. Canyon Nature Center.
