Perhaps the best way to learn how to play the tin whistle is to listen to as much traditional Irish music as possible.

An excellent listing of good CDs is found in
Alan Ng's Tunography, a remarkable website that features an elaborate database of Celtic music CDs that allows extensive searches, a listing of the top 100 session tunes in commercial recordings, searches of all CDs that have included particular tunes, and more.  A highly recommended site.
