The Ten-Point Agenda(OF THEN paoctf)

One, Police Visibility is a must. A police officer must be visible to be respected by the citizens and feared by the criminal elements.

Two, recommend the penalty of death to carnappers, including those who profit in dealing with stolen vehicles. It is bad enough to experience difficulty in parking one’s car. But no one has a right to steal another’s car and make profit out of it.

Three, let us have an open mind to the possibility of reasonable warrantless arrests. Authors of crime should not be given too many options to commit their evil works.

Four, our motor vehicle information system is not systematic at all. Let us improve the system.

Five, let us modernize and put more funds to our crime laboratories.

Six, we can not allow the evil men to have more sophisticated equipment than our law enforcers. Let us also acquire cellular trackers and radio direction finders.

Seven, our crime data base is almost nil. Let us modernize now.

Eight, some of you may not like this proposal. But I am proposing the cancellation of all permits to carry licenses firearms outside of residence.

Nine, we are also proposing a better system to regulate cellular phones now very much used by criminal elements.

And Ten, which was mentioned earlier - let us try a National Identification System.
