I'm forwarding this letter ( Part two of my complaint to the Ombudsman ) to file a complaint as well,
against the Vital Statistics agency, regarding the paternity issue, involving the live Birth Registration of
Rachel May Nitura, and the failure on the part of Bill Moncour ( Regional Manager for the Vital Statistics agency, of BC.) to follow guidelines as is layed out in the Vital Stats. Act. In fact, after four years of my attempting to correct the misrepresentation of my daughter's Birth Registration, and the gross negligence of Bill Moncour, in his personal part of endorsing the illegal actions of Corrina Helmer, and the covering up of his agencies continual incompetence and inability to uphold the regulations as outlined in the Vital Stats Act, cannot help but leave me to conclude, that Vital Stats. could really care less about the authenticity of the Public Records they are appointed to insure as authentic.
My dilemma with this agency began in June of 1999, (as enclosed documents will convey). The "carrier"
of my daughter, Corrina Helmer, listed another man as the biological father of my daughter. After DNA evidence concluded that I was indeed the father of my daughter, my daughter's contemptious mother refused
to correct the birth registration. I then began the process with Vital Statistics to correct this misrepresentation.
Vital Statistics was not in the least bit concrened. In fact after two Health Ministers later (Documentation Enclosed), still nothing was done, however Vital Statistics had no problem with milking me for $54.00 to-date for my efforts.
Finally, by November 2001, after the Honorable Colin Hansen intervened, (letter enclosed), a hearing was held and the contempious birth mother was given 30 days to address this issue and to amend the birth registration. Needless to say, the birth mother never responded and by Jan.2002  my daughter's Birth Registration was cancelled. Six months later, with no change in my daughter's cancelled Birth Registration, the birth mother continuing in her negligence, still not addressing the issue, I being her biological father and the legal spouse of the birth mother, filed an application of live Birth to properly register my child. Enclosed is a copy of the rejection notice I was to receive in response to my application of live birth by Bill Moncour (Regional Manager, Vital Stats.(604) 660-2560 ) dated June 14/02, leaving my child with cancelled Birth Registration.
On June 20/2002, I was informed by Edger Storm of the Vital Stats. agency, that my child was officially registered, listing Dan nitura still as the father. After phoning her back and leaving a message, playing the taped message of Bill Moncour declaring my daughter's Birth Registration as being officially cancelled, I was to receive a phone call shortly after, declaring that yes indeed her registration was still cancelled. Then on July 04/2002, Bill Moncour now claims she is indeed officially registered. Given the unlikelyhood  that the birth mother suddenly intervened in the weeks following June 21/02 to July 04/2002, given her negligence to-date, one cannot help but to begin to smell a rat here. Also I cannot help but wonder who is listed as the birth father this time. Given that anyonre can can file a live Birth regeistration under Section 7 of the Vital Stats. Act.. given that I am the spouse and the biological father, it is my assumption that to cover up the negligence on the part of Vital Stats. to adhere to its own Act and to save face, it is my presumption that Bill Moncour just struck the birth father the mother had listed and left this as birth father unacknowledgedCould you possibly look into this oversight and misrepresentation on the part of Vital Statistics and Bill Moncour. Should this be the case, I will have to accept this, however should Dan Nitura still remain listed as the biological father, I will be looking into filing a civil lawsuit against the Vital Statistics agency, for their part in this blatant disregard to adhere to the policies outlined in the Act to which they were appointed, as well as going public with this information. Given to-date, the blatant gross negligence I have seen demonstrated by Bill Moncour, Regional Manager for Vital Stats., it would come of no surprise to me, to learn that this is indeed how recent events unfolded, and I will do my upmost to expose him for his illegal actions. I will lend my voice and case to that of Darell Trociuk's to insure accoutability.
Enclosed are all correspondence that I have received to-date from the Vital Stats. agency, and the Honorable Colin Hansen.
