Her Highness the Viscount Abriel Nei Dobrusk Paryunu Lafiel.
She is a character from Crest of the Stars.  She is  the granddaughter  of the current  Abh Empress.  The picture above shows her wearing formal clothes.

With black hair - She dyed her hair because she needed to blend in within enemy territory.  The diamond on her forehead is a "space organ" which allows her to navigate through space easily.

Her hand to eye coordination is quite impressive, and she can hurl things and shoot with remarkable accuracy.
