Rule Consistency
Page 34 Rule 9-4-1(a) Penalty 1 and Page 34 Rule 9-3-5.
Page 34 Rule 9-4-1(a) Penalty 1 fails a dive for being over 9.0. In Rule 9-3-5 if an error is discovered prior to doing the dive, the diver may change the position and receive the lower Degree of Difficulty and be allowed to do the dive.
A suggested rule modification would be: rather than assigning a failed dive to the dive that puts the total degree of difficulty over 9.0, would be to reduce the degree of difficulty for the dive in violation to equal that which puts it at 9.0.
Rationale
This adds more consistency to the rules. In either case the diver hasn't performed the dive but in one situation he/she is allowed to do the dive for a lesser degree of difficulty but in the other he/she is not. It seems very inconsistent.
