Proposal is for:
o Development of 6.56 acres of current undeveloped land
o Location is behind and between 221 West Street (main entrance) and 7 Collyer Place (emergency entrance)
o Listed at $5.1 million as "the last such pastoral setting of this size & nature in White Plains."
History:
     The property was 5.5 acres and owned by a surgeon, Dr. Emil Glass.  His estate donated it to a charity which sold it to an entity (Flagler Development) owned by Diane Milstein, a real estate developer.  Since the narrow entrance road did not permit wide enough access for a development, Ms. Milstein bought the adjacent Buchanan property on 221 West Street.  She recently was able to buy the 7 Collyer Place house from the Mendez family for the secondary "driveway."  Ms. Milstein was going to develop the property but decided not to and sold it to another developer, as we understand.  That sale, however, did not take place so Ms. Milstein now has the 6+ acres on the market.
     When Glass property was first purchased, surveyors marked the wetlands on the site.  There is a pond on the property and a brook that runs from it to the back of 17 Collyer Place.  All that area was marked with orange flags as wetlands.  The 7 Collyer Place property, house and land, is in disrepair as is the 221 West Street property. The police check the properties, for safety reasons, from time to time.
