Mecklenburg County Council, Boy Scouts of America Scout Name: Johnny Scout DOB: 01/01/1990 Troop: 00 District: Apache Statement of Belief: Every youth in Scouting is a candidate for Eagle, Arrow of Light or Venture Silver awards. The only limitation is the scout’s own personal desire, focus, ability and perseverance. Objective: To provide a safe haven for personal growth free from adversity such as hazing, disrespectful or threatening behavior of others, but filled with opportunity and challenges. Methodology: To encourage and, within reasonable expectations, provide each scout with the opportunity and avenue to achieve his or her personal levels of success and goals. To remove unnecessary and unreasonable physical, programmatic and attitudinal barriers, through creative thinking and problem solving, which may impede a scout in achieving his goals. At the same time, the Scouting experience will not lessen the challenges necessary to actual personal growth in keeping with the Scout Law and Scout Oath. Addendums relative to advancement, merit badges, requirements, etc. may be required. Expectation of Performance: In keeping with national BSA philosophy , the Mecklenburg County Council expects all Scouts to do his or her best. Requirements for Rank Advancement; Tenderfoot, Second Class and First Class: Requirement: Circumstances: All rank/skill criteria for Johnny were accomplished as published in Handbook. Merit Badge work necessary for Eagle beyond Scout’s cognitive ability to complete within customary time (18th birthday) due to neurological impairments that effect cognitive and physical development, attention, memory and motor skills. Disability verified by letter from Scout’s physician, Dr. Kildare. Recommendations/accommodations: (The Scout is required to complete as many criteria for rank advancement WITHOUT accommodation as he or she can first.) Johnny should be allowed to continue in Troop 00 and Scouting past his eighteenth birthday to allow adequate time for maturity and development as he completes the remaining 7 Merit Badges and his Leadership Project. Given Johnny’s ability to complete numerous merit badges already, this age restriction should be limited to 2 years, pending future discussions and review at that time. Alternatives for Eagle Required Merit Badges: Merit Badge: Personal Fitness Circumstances: Johnny has not, as of the date of this plan, reached puberty or developed in an expected rate for a 17 year old male. Johnny is, due to his disabilities, unable to hike long distances, participate in team sports, develop muscle mass or improve fitness ability skills. Recommendations: Per national alternative recommendations, Archery, Golf, Orienteering or Horsemanship.
