Discussion: 

·         County /MDE Updates—

                         The HOA has requested all documentations for the Water Quality Facility (located on Logan Lane), since 2003. The County Offices- DPW has not and cannot provide any such documentation. The objective for the requested documentation has been to realize the maintenance and financial obligations of this facility in its present and future state. The HOA, Inc. now wishes to be released of this obligation pertaining the facility on Logan Lane.

                        Through the discussion of this process and the direction of the meeting guests, the HOA BOD’s will request a meeting with the County Commissioners to appeal the WWHOA’s obligation associated with the Logan facility. The BOD’s stressed to the guests present that WWHOA has, in good faith and effort, attempted to fulfill these responsibilities .All BOD need to gather documents to support justification to the commissioners.            

·         Stewart Associates updates—50+ homes  

                        Mike Vaughan attended meeting with information that the Principio Business park is continuing on schedule, as is their water supply. A count is needed for all homes that may be interested in water supply. This count is to be completed September. Once this count is done a general plan can be completed outlining the cost associated with the delivery. The DPW has conveyed an interest in assisting in the process if so needed or desired.

**No information on county connection or interest with WW water issues; will have to be explored**

                        The common area will be level landscaped approximately Nov 2006. Discussion took place to have a committee formed to begin a preliminary outline for area use and improvement.

Discussion: 

·         Update on Liens; charges of late fees for delinquent HOA dues.

                        A late fee ($10 monthly) for non-payment of HOA dues continues to accrue until payment of that specific year dues. These late fees will be billed on the following years invoice; Liens will be established for subsequent amounts owed.

 

·         Dues notices will be mailed in January.

                        Payment is due within 30 days. Should anyone need assistance or have questions regarding the amount due and/or due date they are to contact the Treasurer- Stewart Rasmussen.

**Discussion about privacy screening. Screening may be approved along decks/patios. Approval will be based case-by-case, contingent upon location, harmony and intent for its use. (6 of 7 BOD)

 

·         Pools- Discussion/decision on pools.

                                It is resolute by the HOA BOD’s that NO above ground pools, permanent or temporary, are allowable.                 Only small kiddy pools that are emptied daily may be used. See County information below for safety standards.                 The liability and responsibility remain with the homeowner. 

 

Pool definition: does not exist, the county considers it  an accessory structure.  Permanent Construction:  Any structure occupying a site for more than 180 days per year (from May 1 to Sept. 30 = 153 days)

Swimming pools: (section 49. Accessory Buildings and Uses page. 73)

Accessory swimming pools may occupy a rear or side yard provided they are not located closer than ten feet to a rear or side lot line. A walk space at least six feet wide shall be provided between pool walls and protective fences or barrier walls. All in-ground pools shall be enclosed by a fence approved by the Cecil County building inspector which shall be at least four feet in height. Swimming pools may occupy a front yard of waterfront lots. (I was verbally told they can not be located in the forest retention areas.)
