A Message from our Homeowners Assoc. ___________Board___________

HOA NEWS:

1) There has been a change to the membership of the HOA Board. To obtain a list of the current Board members #'s & info, log onto the WW website: www.oocities.org/ww_hoa/.

2) Attached fence amendments are provided with this NL for your records. Please retain with your copy of the WW covenant/bylaws.

3) Reminder: in the event of a home sale, a copy of your covenant/bylaws, must be provided to the new owner/buyer's agent prior to settlement. To obtain a copy of a covenant, please contact tthe HOA.

4) As a reminder, boats, trailers, campers and such shall not be keep on your property. For further information, contact a Board member for immediate assistance.

5) Reminder: Homeowners dues should have been submitted by February 2, 2006.

6) Snow Removal: HOA has contracted w an entity who will remove snow accumulation of at least 3" for the common walkways. The HOA still respectfully requests that homeowners clear any walkways for school children if your area is not subject to this characterization.

Whitaker Woods Water Update...

As many of you already know, members of the Board and the WW's community met with North East Mayor Bob McKnight and Town Administrator Melissa Cook-MacKenzie back in early November, 2005 re: availability of public water for our community.

The Town of North East indicated that it w capable of providing this subdivision with public water providing that the community takes the requisite steps to initiate this process. The procedure to get WW on the list of North East residents requesting public water would require the Cecil County Master and Sewer Plan to be amended to include our area; this in turn would probably require us to be annexed by the Town which of course, should it even be remotely possible, would subject us to a local town tax. But wait, there's more...

Presuming the County accepts this request to amend the Plan, WW would then be responsible for not oonly the cost of preparing and laying the infrastructure to supply the water to our houses (a fee that seems to range in the high thousands) but the cost of the connection fee by the Town (which is upwards of $7K). To offset the astronomical costs of the infrastructure alone, NE recommended the idea of federal/state funding/assistance from BRAC grants? and/or recharacterizing this area into a "special tax'' category to defer the costs over 20 or so years.

The Town also suggested that laying the infrastructure in the grassy buffer area b/t the sidewalk and the curb would greatly reduce the cost of this portion of the endeavor since it would not require tearing up the roads.

NE could not anticipate how long this would all take; has not decided whether complete majority vote is required from our residents to accomplish this; and/or if NE could simply partition the subdivision such that the corridor of WW which MAY have the most difficulty with well water would be serviced exclusively, should the rest of the community reject public water supply.

AN END TO THE RUMOR MILL: The last NL issue indicated that the Town of NE had originally approved then rejected Candlelight Ridge's request for public water. Here is the skinny on that: it is true! However, NE retreated from its initial approval when it discovered that the subdivision (originally planned & approved for only 4 homes which would face Red Toad Rd and therefore could easily connect to the infrastructure already located along that road) had amended its community design plan to include the multitude of homes which are now being constructed.

RUMOR #2: STEWART ASSOCIATES: Michael Vaughan of Stcwart Associates ("SA") met with the Board on Jan. 13* to dispel or confirm the rumor that Principio Business Park (which abuts WW to the south near Ferrous and Whitaker Ave) was indeed mining water for its Park as opposed to utilizing public water thru the Town of NE, as originally agreed. According to Mr. Vaughan, SA currently has plans to construct a private H2O system for the Park and its other property Charlestown Crossing (See Stewart AAssociates con't page 2)......

by tapping into a sandy aquifer located on the other side of 40 (not ours). This aquifer's draw down testing has yielded such promising results that SA is confident it could not only supply its Principio Park customers and its Charlestown Crossing community of business and residences, but Whitaker Woods residents as well. According to Mr. Vaughan, the infrastructure and water lines to support their 2 properties will be completed by the end of this year. Due to the fact that the construction is still in its inception phase and given the close proximity to WW, a potential exists to connect to this water supply at a greatly reduced rate than the synopsis offered by the town of ME. This is indeed very exciting news. Will notify WW with more information as it is made available.
